【摘要】：腐败问题是所有腐败行为活动的集中表现,是我们反腐败的重点。自20世纪80年代以来,腐败问题愈演愈烈,涉案人数较以前大量增加,腐败的范围也不断扩大。从近年来反腐败所揭露的案件看,集体腐败案件呈上升之势。这些腐败现象的发生,对社会造成了极大的影响,是影响我国社会稳定的首要因素,是老百姓最关注的热点问题和焦点问题。针对我国社会上存在的腐败现象,党和国家政府颁布了一系列的政策法规来制止腐败现象的发生与蔓延,社会监督机制也不断完善。同时,舆论界的反腐力量也不断壮大,社会上逐渐形成反腐败思潮,这股潮流随着腐败现象的演化而发展剧烈。尤其是近几年学术界研究反腐败问题的不断增多,研究范围也不断扩大,而且国内外也建立了许多有关研究腐败问题的研究方法,对反腐思潮的发展与壮大起了积极的促进作用。本文主要分三部分:第一部分主要写反腐思潮的形成,分两个小部分来阐述:一部分是从权钱交易、请客送托、徇私枉法和任人唯亲四种表现形式来阐述当代腐败问题的态势;二部分是从国家法律制度不健全、社会监督机制不完善和思想道德观念缺失三个角度来分析反腐思潮的形成背景。第二部分主要写改革开放后中国的反腐败思潮的演进及表现,这主要从三个角度来讨论:一是从史学界、法学界和文学界等其他学术界对腐败问题的关注,来具体阐述学术界的反腐思潮;二是从民间流行的俗语、传统方式的举报和科学手段的互动交流等形式来阐述民众的反腐呼声;三是从腐败现象的曝光和舆论批判的引领来反映媒体的反腐作用及形成的思潮。第三部分主要从反腐思潮的正义性、教育性和威慑性三方面评价反腐思潮对社会的积极作用,和对反腐思潮的未来发展趋势的展望。
[Abstract]:Corruption is the focus of all corruption activities and the focus of our anti corruption. Since 1980s, corruption has become more and more serious, the number of people involved in the case has increased and the scope of corruption has been expanding. In recent years, the cases of corruption revealed by anti corruption have shown a rising trend. It has a great influence on society. It is the primary factor affecting the social stability of our country. It is the hot issue and focus of the common people. In view of the corruption in our society, the party and the state government have promulgated a series of policies and regulations to stop the occurrence and spread of corruption, and the social supervision mechanism is also continuous. At the same time, the anti corruption force of the public opinion is growing, and the anti corruption trend is gradually formed in the society. This trend has developed violently with the evolution of the corruption phenomenon. Especially in recent years, the academic circles have studied the increasing number of anti corruption problems, and the scope of research has been expanding, and many problems about corruption have been established at home and abroad. The research method has played a positive role in promoting the development and growth of the anti-corruption trend of thought.
This article is mainly divided into three parts: the first part mainly writes about the formation of the anti corruption thought, which is divided into two small parts to elaborate: the part is the situation of the contemporary corruption from four manifestations of the power and money transaction, the invitation to the guest, the personal favoritism and the cronyism; the two part is from the unsound state law system, the imperfect social supervision mechanism and the thought. The background of the anti corruption trend is analyzed from three perspectives.
The second part mainly writes about the evolution and performance of the anti corruption trend of thought in China after the reform and opening to the outside world. This is mainly discussed from three angles: first, from the attention of other academics, such as historiography, law and literature, on corruption, to elaborate the ideological trend of anti-corruption in the academic circles; two, from the popular popular folklore and the traditional way of reporting and science. The means of interactive communication and other forms to explain the public's anti-corruption voice; three, from the exposure of corruption and the guidance of public opinion criticism to reflect the anti-corruption role of the media and the formation of the trend of thought.
The third part is mainly from the three aspects of the justice of anti corruption thought, education and deterrence to evaluate the positive role of the anti corruption trend of thought to the society, and the prospect of the future trend of the anti corruption trend of thought.
