工业化初期的新中国财政格局演进初探

【摘要】：正财政分权并不是改革开放后才产生的。新中国成立初期,面临着非常复杂和严峻的经济形势,中央财政经济委员会先后采取了多种举措稳定市场,但财政收入与支出脱节的问题日益严重,于是中央政府开始着手逐步统一财经工作。高度集中的统收统支的财政管理体制由此确立,从而在根本上扭转了原来分区管理方式下中央政府所面临的财政困境。
[Abstract]:Positive fiscal decentralization is not the result of reform and opening up. At the beginning of the founding of the people's Republic of China, it faced a very complicated and severe economic situation. The Central Financial and Economic Commission has successively taken various measures to stabilize the market, but the problem of disconnection between fiscal revenue and expenditure is becoming increasingly serious. So the central government began to gradually unify financial and economic work. Therefore, the highly centralized financial management system of centralization of revenue and expenditure has fundamentally reversed the financial difficulties faced by the central government under the original regional management mode.
