抗战时期国民政府对贪污的整饬与实效——以川省设置县长“养廉金”为例

【摘要】：抗战时期,县长等基层行政人员贪污现象层见叠出,导致基层吏治常为时人所诟病。对此,政府当局采取多种措施整饬贪污。在战争背景下,"军用浩繁"而"国用耗竭",但为整饬贪污,政治当局还从提高县长待遇入手,如设置县长"养廉金"。然而"养廉金"的设置并没有达到政府当局的初衷,县长贪污现象一如从前。县长"养廉金"之所以失效,与战时严重的通货膨胀有关,也与国家经济实力有关。实际上,"养廉金"抑制贪污的作用毕竟有限,须有相应配套措施,如严惩贪污的法律、法规,权力的监督与制约等。政府当局对于这些配套措施并非没有设置,只不过未达到应有效果,如严法执行不力,权力的监督体制作用有限,形同虚设等。这些措施为什么会失效,是值得深思的问题。
[Abstract]:During the period of the war of resistance against Japan, the corruption of the grass-roots administrative personnel, such as the county magistrate, led to the criticism of the grass-roots officials. In this case, the government authorities adopted a variety of measures to straighten out corruption. In the context of the war, "the military is numerous" and "national exhaustion", but for the rectification of corruption, the Political Bureau also starts with the improvement of the treatment of the county magistrate, for example, setting up the county head "nourishing the gold". The establishment of "nourishing low gold" has not reached the original intention of the government authorities. As the county magistrate embezzled, the reason why the county chief was ineffective, was related to the severe inflation in the wartime, and the economic strength of the state. In fact, the role of "raising money" to suppress corruption was limited after all, and corresponding measures, such as strict punishment of corruption laws, were necessary. Regulations, supervision and restriction of power, and so on. The government authorities have not set up the supporting measures, but they have not achieved their due effect, such as the strict enforcement of strict law, the limited function of the supervision system of power and the deficiency of the form.
