外国媒体对清末五大臣出洋的观察与反应

【摘要】：1905年7月16日,清政府颁布遣派王公大臣随带人员出洋考察的谕旨,史称"清末五大臣出洋"。五大臣出洋的主要目的是考察西方宪政文明,为清政府能否乃至如何推行宪政改革提供决策依据。各国报刊媒体普遍对这一极有可能影响清朝政治走向的考察团给予密切关注。本文即本着清末中国政治走向与外论回应相结合的思路,一方面分析外论对考察团"形象"以及中国改革新面貌的宣扬,另一方面分析外论对清末宪政改革的评论,总结外论对清末宪政改革的基本态度、对中国政治走向的判断和期许,从而揭示清末宪政改革初期的国际舆论环境,以及五大臣出洋在近代中外关系史上的地位。
[Abstract]:On July 16, 1905, the Qing government issued the oracle of sending the princes and ministers to visit the foreign countries with them, which was known as "the five Ministers of the late Qing Dynasty." The main purpose of the five ministers to go abroad is to investigate the western constitutional civilization and provide the decision basis for whether or not the Qing government can carry out the constitutional reform. Newspapers and media all over the world pay close attention to the delegation, which is likely to influence the political trend of the Qing Dynasty. Based on the idea of combining the political trend of China in the late Qing Dynasty with the foreign theory response, this paper, on the one hand, analyzes the propaganda of the "image" of the delegation and the new face of China's reform on the other hand, analyzes the comments of the foreign theory on the constitutional reform in the late Qing Dynasty. This paper summarizes the basic attitude towards constitutional reform in the late Qing Dynasty, the judgment and expectation of China's political trend, and thus reveals the international public opinion environment in the early stage of the constitutional reform in the late Qing Dynasty, and the position of the five ministers in the history of Sino-foreign relations in modern times.
