中国航空公司早期发展研究(1929~1937)

【摘要】:中国航空公司是南京国民政府按照现代企业要求,有计划、有组织地创办的中国第一家中美合资经营的民航企业。20世纪20年代末,在国际国内两方面的压力之下,国民政府出于政治、经济利益的考虑,决定创办中国航空公司,发展民用航空事业。由于国民政府内部不同部门的权争和国人的强烈反对,前中国航空公司成立不久就中途夭折。1930年7月8日,交通部长王伯群与美国飞运公司代表普霖在南京签订新的《中美航空运输合同》,重组成立了新的中国航空公司。中国航空公司是国家资本和外国资本共同经营的股份制企业,采用职能型的层级管理结构,公司财务状况呈现出动态变化的特征。从1930年到1937年,中航以上海为中心,先后开辟了沪蜀、沪平、沪粤、渝昆四条主要航线,邮运、客运、货运业务全面展开,营业收入由初期的亏损严重到逐渐扭亏为盈。到全面抗战爆发前,中航已颇具规模,成为当时国内最大的民航企业,不过公司内部也存在一些难以解决的问题。中航的早期发展历程成为当时国民政府民用航空事业发展的一个缩影。 本文通过对中国航空公司早期发展历程的考察和分析指出,南京国民政府管理体制的混乱和不完善,,以及全面抗战的到来,影响和打断了中航正常的发展轨迹;国民政府特别是交通部对公司的财政支持,使中航渡过了资金短缺的难关,但政府也背负了一定的经济负担;美方的入股既有利也有弊,应客观看待。
[Abstract]:Air China is the first Sino-American joint venture civil aviation enterprise established by the Nanjing National Government in accordance with the requirements of modern enterprises and planned and organized. In the late 1920s, under international and domestic pressure, Considering the political and economic interests, the National Government decided to establish Chinese airlines and develop civil aviation. As a result of the power struggle among different departments within the National Government and the strong opposition of the Chinese people, the former China Airlines died soon after its founding. On July 8, 1930, Transportation Secretary Wang Boqun signed a new Sino-American Air Transport contract in Nanjing with Pulin, a representative of the US Air Transport Company, and restructured and established a new Air China. China Airlines is a joint-stock enterprise operated jointly by national capital and foreign capital. The financial situation of China Airlines is characterized by dynamic changes in its financial situation by adopting a functional hierarchical management structure. From 1930 to 1937, CAAC took Shanghai as the center, opened four main routes of Shanghai Shu, Shanghai Ping, Shanghai and Guangdong, Chongqing and Kunming successively, postal transport, passenger transport, freight transport business, business income from the initial serious losses to gradually turn to profit. Before the outbreak of the War of Resistance against Japan, Air China had become the largest civil aviation enterprise in the country at that time, but there were still some problems inside the company. CAAC's early development process became a microcosm of the civil aviation development of the national government at that time. This paper points out that the chaos and imperfection of the management system of Nanjing National Government and the arrival of the Anti-Japanese War have affected and interrupted the normal development track of Air China through the investigation and analysis of the early development course of China Airlines. The financial support of the National Government, especially the Ministry of Communications, has made CAAC tide over the difficulty of capital shortage, but the government has also borne a certain economic burden; the US investment has both advantages and disadvantages, which should be viewed objectively.
