中国新闻界对国联调查团及其报告书的评价

【摘要】：1931年9月18日,日本帝国主义发动了侵略中国东北的“九·一八”事变。由于国民党政府采取“攘外必先安内”的方针,实行不抵抗政策,没有对日本侵略东三省的可耻行径给予有效的军事打击,采用有效的方法收回中国被日本帝国主义非法侵占的权益,反而在外交方面寄希望于国联,企图依赖国联来解决中日冲突。1931年9月21日中国驻国际联盟代表施肇基,根据国联盟约第14条,正式向国际联盟提出申诉,控告日本帝国主义侵略中国领土,破坏国联盟约。要求国联“立即采取办法,使危害国际和平局势不致扩大”,使中国东北局势恢复到事变前的状态,并由日本赔偿中国的损失。国际联盟接受了中国政府得申诉。于1932年组成了以李顿为团长的国联调查团,开始调查中日冲突。当时的中国新闻界以极大的爱国热情高度关注着事态的发展,《申报》、《大公报》、《国闻周报》、《东方杂志》、《独立评论》、等报刊,不断紧跟事态发展步伐,发表评论,代表了中国新闻界对国联调查团及其报告书的深刻认识;中国共产党方面《红色中华》、《斗争》、《苏区工人》等报刊,在中国共产党的领导下,以全新的视角和高度,对国联调查团及其包告诉给予全新评价,在当时发出了时代的强音。
[Abstract]:On September 18 th, 1931, Japanese imperialism launched the September 18 th incident of aggression against northeast China. Since the Kuomintang government has adopted the policy of "making peace before others" and has implemented a policy of non-resistance, it has not given an effective military strike against Japan's shameful acts of aggression against the three eastern provinces. Using effective methods to recover China's rights and interests illegally encroached upon by Japanese imperialists, on the contrary, they placed their hopes on the League of Nations in the diplomatic field and attempted to rely on the League of Nations to resolve the Sino-Japanese conflict. On 21 September 1931, China's representative to the League of Nations, Shi Zhaoji, In accordance with article 14 of the League of Nations covenants, a formal complaint was lodged with the League of Nations accusing Japanese imperialism of invading Chinese territory and undermining the League of Nations covenants. He demanded that the League of Nations "immediately take measures to ensure that the situation endangering international peace does not expand," and that the situation in northeast China be restored to the state it was before the incident, and that Japan compensate China for its losses. The League of Nations accepted the Chinese government's appeal. In 1932, a League of Nations mission headed by Leighton was formed to investigate the Sino-Japanese conflict. At that time, the Chinese press, with great patriotic enthusiasm, paid high attention to the development of the situation. The "Declaration", "Ta Kung Pao", "National News Weekly", "Oriental magazine", "Independent Review", and other newspapers and periodicals kept up with the development of the situation. The comments represent a profound understanding of the League of Nations Mission and its report by the Chinese press. Under the leadership of the Communist Party of China, "Red China", "struggle", "Soviet Workers" and other newspapers and periodicals, under the leadership of the Communist Party of China, and from a new perspective and height, the League of Nations's fact-finding mission and its package were given a new appraisal.
