威英政府与威海地方精英间互动之研究

【摘要】：1898年英国以俄国租占旅大为借口强行租占威海卫,威海从此开始了其三十二年被租占的历史。英租时期,英国人并未在威海投入太多的行政成本。威英政府的财政支出比较有限,职能定位也并不是很宽泛,但是在英租威海卫的三十二年中,威海的政治、经济、司法和公共事业等方面都有了很大的发展,英国人在当地人心中的印象也有了很大的转变。本文认为,当地的发展和当地人观念的转变主要源于威英政府的治理模式的成功。受财政状况、管理目标以及英国的文化传统等因素的影响,英国人在一定程度上沿袭了当地的社会控制体系和文化传统,积极发展地方自治,在保持社会稳定的前提下,实现了行政管理体制的温和变革。这种治理模式不仅使威英政府较快地得到了当地人的认同,而且充分调动了当地地方精英参与治理的积极性。在这种治理模式下,当地的地方精英不仅维持了原有的社会地位,而且获得了更多的权力和发挥能力的空间,他们在乡村治理、经济发展、公共事业管理和司法诉讼等方面得以发挥更重要的作用。英租时期经济社会的发展与当地地方精英的参与,地方精英与威英政府间的相互支持和良性互动是分不开的。地方自治的发展不仅节省了行政成本也培养了当地人的自治精神和自我管理的能力,威英政府也得以用较低成本实现了自己的管理目标。我国当前正处于行政体制改革时期,总结威英政府的运营模式及其与社会精英之间的互动经验对我国现阶段地方自治建设和市民社会的培育都很有借鉴意义。
[Abstract]:In 1898 Britain forced the occupation of Weihaiwei under the pretext of Russian Rent Occupy, and Weihai began its history of 32 years. During the British lease period, the British did not invest much administrative costs in Weihai. The Weiying government's financial expenditure is relatively limited and its function position is not very broad. However, in the 32 years since Britain rented Weihaiwei, Weihai's political, economic, judicial, and public utilities have developed greatly. There has also been a great change in the perception of the British in the hearts of the local people. This paper argues that the local development and the transformation of local concepts mainly stem from the success of the governance model of Weiying government. Influenced by the financial situation, management objectives and British cultural traditions, the British to a certain extent followed the local social control system and cultural tradition, actively developed local autonomy, and maintained social stability. The moderate reform of the administrative system has been realized. This kind of governance pattern not only makes Weiying government get the approval of the local people, but also arouses the enthusiasm of the local elite to participate in the governance. In this mode of governance, the local elites not only maintain their original social status, but also gain more power and space for their ability. They govern in the countryside and develop their economy. Public service management and judicial proceedings can play a more important role. The economic and social development during the British rent period is inseparable from the participation of the local elites and the mutual support and benign interaction between the local elites and the Weiying government. The development of local autonomy not only saves the administrative cost but also cultivates the spirit of autonomy and the ability of self-management of the local people. The Weiying government has also been able to achieve its management goal with lower cost. At present, our country is in the period of administrative system reform. Summing up the operation mode of Weiying government and the interaction experience between Weiying government and the social elite is of great significance for the construction of local autonomy and the cultivation of civil society in our country at the present stage.
