征粮、哗变与民主建政:抗战初期陕甘宁边区治理方式的变革

【摘要】：在抗战动员的大背景下,陕甘宁"救国公粮"的征收曾有过一段曲折时期。由于外部环境恶化和内部腐败滋生,中共在1941年前后遭遇了军事、政治和经济的重重危机。然而在困境面前,中共以全面深入的政治改革带动了积极有效的经济改革,显示了非凡的政治智慧和勇气。相对于宏观的政策解读,本文旨在从微观执行层面,回溯其历史演进过程,深入剖析"救国公粮"如何从矛盾之焦点,变成利益之共同点,体现了国家、政党和群众的有机统一。
[Abstract]:In the context of the mobilization of the anti-Japanese war, there was a period of twists and turns in the collection of public grain for saving the nation. As a result of the deterioration of the external environment and internal corruption, the Chinese Communist Party encountered military, political and economic crises around 1941. However, in the face of difficulties, the Communist Party of China with comprehensive and in-depth political reform led to positive and effective economic reform, showing extraordinary political wisdom and courage. In contrast to the macro policy interpretation, this paper aims to trace back its historical evolution process from the micro level of execution, and to analyze in depth how "public grain for saving the nation" has changed from a focus of contradiction to a common point of interest, reflecting the state. The organic unity of political parties and the masses.
