近代察哈尔绥远地区永佃制研究

【摘要】：察哈尔绥远地区是一个社会状况较为复杂的区域,与其他内地省份相比,这一地区民族构成较为复杂,这里不仅有大量开垦的农田,还有许多传统的牧场；蒙地的广泛分布是这一地区土地的基本特征,且大多数蒙地采取了永佃制经营；大量汉族农民迁入,地商、揽头的形成与该区域蒙地永佃制发展密切相关。 本文通过对察绥地区永佃制的起源、发展、地域分布、土地经营与农民生活、土地流转等方面的叙述,分析国家土地政策对察绥地区永佃制的影响,总结该地区永佃制特征,揭示高永佃比例形成的社会原因及永佃制对于该地区发展的历史意义。 我国正处于推进新一轮的土地产权改革的关键时期,剖析近代察绥地区永佃制,对于现在我国土地制度的改革提供了重要的借鉴意义。
[Abstract]:The area of Chahar's remote area is a complex area with a complex social situation. In comparison with other inland provinces, the ethnic composition of this area is complex. There are not only a large number of cultivated fields, but also many traditional rangeland; the extensive distribution of the land is the basic characteristic of the land in this area. And the formation of a large number of Han farmers, and the formation of the hirer is closely related to the development and development of the Mongolian land in the region.
