共谋的困局:一九五○年代初《湖北日报》社的“打虎”运动

【摘要】：1949年7月《湖北日报》创办伊始,便面临资金和纸张短缺的困境,之后《湖北日报》社创立对外印刷厂解决了上述困难。但"三反"运动来临,该报社为完成上级规定的"打虎"指标,发动群众相互检举和揭发,结果"遍地为虎",日常工作亦难以进行。此时上级权力机关为维持机关有效的运转,力图通过复查安抚人心,要求《湖北日报》社根据材料重新复查;同时也为维护运动合法性,要求维持贪污分子的比例。而新领导者在执行上级指示的过程中,一方面为促使报社有效运转,在复查中大量解放和安抚工人;另一方面也为维护既得利益,将干部树为运动开展合理性的证明。如此,运动在上级权力机关与新领导者的共谋中结束。
[Abstract]:When Hubei Daily was founded in July 1949, it was faced with the dilemma of shortage of funds and paper. After that, Hubei Daily founded a foreign printing plant to solve the above difficulties. However, with the advent of the "three evils" movement, the newspaper urged the masses to report and expose each other in order to complete the targets set by their superiors, and as a result, "everywhere was a tiger," and it was difficult to carry out daily work. At this time, in order to maintain the effective operation of the organs, the higher authority tried to appease the people by reviewing and asking Hubei Daily to re-examine according to the materials; at the same time, in order to maintain the legitimacy of the movement, it was also required to maintain the proportion of embezzlers. The new leader in the process of implementing superior instructions, on the one hand, to promote the effective operation of the newspaper, in the review of a large number of liberating and placating workers; on the other hand, in order to safeguard vested interests, the cadres for the movement to carry out reasonable proof. In this way, the movement ended in collusion between the higher authorities and the new leader.
