权力、表达与民众反抗——以抗战前江苏省民众与乡镇保甲长的冲突为例

【摘要】：抗战前江苏省保甲制度推行过程中,因乡镇保甲长滥用权力,侵害民众的生存利益,引发了民众与乡镇保甲长之间不同程度的冲突。在反抗乡镇保甲长不法行为的过程中,民众通过国家政权、士绅网络以及乡村伦理来向政治权力系统表达其利益诉求,一定程度上推动着乡村权力恢复平衡态势。从根本上来看,国家与乡村关系的近代转型及其引发的张力,正是民众与保甲长不断冲突的深层根源。同时,民众反抗又在相当程度上影响着国家权力扩张的限度与方式。在与乡村社会不断调适的过程中,国家权力呈现出波浪式扩张的图景。
[Abstract]:In the process of carrying out the Baojia system in Jiangsu Province before the Anti-Japanese War, the abuse of the power of the village and township armour protectors infringed on the survival interests of the people, which led to the conflict of different degrees between the public and the township armour protector. In the process of resisting the long and illegal behavior of Baojia in villages and towns, people express their interests to the political power system through the state power, gentry network and rural ethics, which to a certain extent promote the balance of rural power restoration. Fundamentally, the modern transformation of the relationship between the country and the tension caused by it are the deep roots of the constant conflict between the people and Baojia. At the same time, the popular revolt also affects the limits and ways of the expansion of state power to a certain extent. In the process of continuous adjustment with the rural society, the state power presents a wave-like expansion of the picture.
