伪满时期东北棉花的统制研究

【摘要】：棉花是重要的纤维作物,棉花及其相关产业也是近代东北农业经济中不可忽视的重要产业,在近代东北经济发展史上占据着重要的地位。 本文围绕伪满时期东北地区棉花业的这条主线,较为系统地分析了1932～1945年东北棉花业发展的客观状况和发展趋势,对这一时期的棉花业发展特点做出了评价,并提出了全面发展东北棉花业的几点建议。 第一部分首先回顾了东北地区在九一八事变前棉花业的状况,并重点论述了伪满前期(1932～1936)东北棉花业的基本态势和发展趋势。九一八事变之前,由于国际市场的需求,政府政策的变化,移民的大量进入,东北地区的棉花业有了明显的增长。九一八事变以后,日本把东北完全变成了自己的殖民地和支援战争的前沿阵地,并于1932年炮制了伪满洲国。伪满洲国的建立使东北的经济完全由日本统制,这一时期伪满政府制定的棉花改良增产计划确实取得了一定的成绩。 第二部分系统分析了七七事变后(1937～1941)东北棉花业的发展情况。第一次五年计划施行后不久,七七事变爆发,伪满政府为适应事变,制定政策的内容与方针,也进行了相应的修改,设立农事合作社并改组为兴农合作社来统制东北的棉花。 第三部分主要论述了太平洋战争爆发后至日本投降前(1942～1945)东北棉花业的发展概况,重点论述了太平洋战争爆发后,日伪为了满足战争需要强制增产棉花,并要求棉花“出荷”使广大农民的生活极度困苦,以及棉花业逐渐走向衰弱的原因,即日本统制政策的逐步加强所造成的后果。 第四部分对伪满时期东北棉花业的特征进行了归纳和总结,并对棉花业的整体发展情况作出了评价和反思,提出了新时期东北棉花业的发展建议。
