【摘要】：1949年1月北平和平解放之后,整顿摊贩成为北平新政权必须面对的一个问题。一方面摊贩群体本身有着社会复杂性,另一方面刚刚由农村进入城市的共产党人并没有太多城市管理的经验。新成立的北平市政府,在充分发扬群众路线的基础上,采取了多种方式的宣传活动,组织了新的市场管理机构,颁布和实施一系列市场法规,最终使北平的城市社会秩序逐渐好转起来,为新中国的筹建工作创造了有利条件。

On the one hand, the group itself has social complexity, and on the other hand, the communists who have just entered the city from the countryside do not have much experience in the management of the city.
