德占时期青岛社会治理研究

【摘要】：作为一种理论视野,主体、客体、路径构成了社会治理研究的理论框架。以总督、城市管理机构、城市议会、司法机构为主的组织机构控制着青岛社会一切事务,开展各项社会公共活动,成为该时期社会治理主导者。在组织机构领导下,教会组织兴办学校和医院,会馆、商会处理企业与组织机构、市场关系,成为社会治理的有限参与者。民众被迫按照组织机构制定的规则开展社会活动,无法称之为主体或参与者。社会公共事务是社会治理的客体,包括提供公共事业服务和公益物品服务。组织机构主导道路、下水道、水厂、电厂、邮政等公共事业物品的提供;社会组织参与提供教育、医疗服务;组织机构动员或强制民众保护环境,相对放松对民间办报的管控。路径存在于主体作用于客体的活动中。基于以上对德占时期青岛社会治理主客体的分析,本文将其路径归纳为:以“种族主义”为原则、以土地政策为基础、以统治为保障。
[Abstract]:As a theoretical perspective, subject, object and path constitute the theoretical framework of the study of social governance. The judicial organization controlled all the social affairs of Qingdao, carried out various social public activities, and became the leader of social governance in this period. Under the leadership of the organization, the church organization set up schools and hospitals. The Chamber of Commerce deals with the relationship between enterprises and organizations, the market, and becomes a limited participant in social governance. People are forced to carry out social activities in accordance with the rules established by the organization. Social public affairs are the objects of social governance, including the provision of public utility services and public goods services, organization of leading roads, sewers, water plants, power plants. The provision of public utilities such as postal services; Participation of social organizations in the provision of education and medical services; The organization organization mobilizes or forces the populace to protect the environment, relaxes the control to the folk newspaper relatively. The path exists in the activity of the subject acting on the object. Based on the above analysis of the subject and object of Qingdao social governance during the period of German occupation. This paper concludes its path as follows: based on the principle of "racism", based on land policy and guaranteed by rule.
