二十世纪二十年代广州市制改革与市政建设

【摘要】： 清王朝被推翻以后,中国地方行政建制陷入到十分混乱的境地,国人对于新式政治制度在中国的建立倾注了极大热情,地方自治运动由此蓬勃兴起。广州市的地方自治运动在这一时期也非常活跃,尤其广州市政公所的建立开创了中国市制的先河,在孙中山的领导和陈炯明的大力扶持下,具有深厚市制、市政研究的孙科担负起建设新广州的重任。孙科领导下的法制编纂委员会制定出的《广州市暂行条例》,为全国其他城市制度的建立树立了典范。在二十年代广州市制发展和市政建设的过程中,孙科和陈炯明两人起到了十分关键的作用,并产生了非常重要的影响。孙科在选用人才方面做到了任人唯贤,作为一省之长的陈炯明对此大力支持,并与孙科等新式官员在改革理念方面达成了共识,对市制的发展起到了非常明显的促进作用。在广州市政建设方面,担负最繁重任务的工务局也是经历了重重困难,尽管如此,工务局在局长程天固的领导下对广州市政建设的进步做出了卓越贡献,也得到了人民的理解和支持。尽管如此,广州市制的改革还是很不彻底,市政建设仍然有很长路要走。民国二十年代中广州的市制改革和市政建设还是为后世留下了许多宝贵经验,仍旧对现今广州的市政建设产生着深远影响。
[Abstract]:After the overthrow of the Qing Dynasty, the local administrative system in China fell into a very chaotic situation, and the Chinese people devoted great enthusiasm to the establishment of the new political system in China, and the local autonomy movement flourished.The local autonomy movement in Guangzhou was also very active during this period. In particular, the establishment of municipal offices in Guangzhou pioneered the Chinese market system. Under the leadership of Sun Zhongshan and with the strong support of Chen Jingming, there was a deep market system.The Sun Ke of municipal research undertakes the heavy task of building new Guangzhou.The Provisional regulations of Guangzhou made by the legal system Codification Committee under the leadership of Sun Ke set an example for the establishment of other urban systems in China.In the process of the system development and municipal construction in Guangzhou in the 1920s, Sun Ke and Chen Jiongming played a very important role and had a very important influence.Sun Ke has made great efforts to appoint people to be meritocracy in the selection of talents. Chen Jiongming, as a province's leader, has strongly supported this, and has reached a consensus with new officials such as Sun Ke on the concept of reform, which has played a very obvious role in promoting the development of the market system.In the area of municipal construction in Guangzhou, the works Bureau, which has the heaviest task, has also experienced many difficulties. Nevertheless, under the leadership of Secretary Cheng Tiangu, the works Bureau has made outstanding contributions to the progress of municipal construction in Guangzhou.It has also won the understanding and support of the people.However, the reform of the Guangzhou system is still very incomplete, municipal construction still has a long way to go.The city system reform and municipal construction in Guangzhou in 1920s have left many valuable experiences for future generations, and still have a profound influence on the municipal construction in Guangzhou today.
