二十世纪四十年代甘南藏区保甲制度之推行

【摘要】:20世纪40年代初,甘肃省政府开始将保甲制度的触角延伸至甘南藏区。保甲制度的推行是对甘南藏区土司制度的一次革命,遭到该地政教势力反对,亦受到藏区民众质疑。在国家行政体系与土司制度的较量中,甘南藏区保甲制度的推行,对该地区基层社会的近代化产生深远影响,不仅使原有封建而保守的乡村治理模式发生巨大改变,国家行政机构在这一地域开始生根发芽,藏区民众对于国家的认同感也日益加深。
[Abstract]:In the early 1940 s, the Gansu provincial government began to extend the tentacles of Baojia system to Gannan Tibetan area. The implementation of Baojia system is a revolution to the Tusi system in Gannan Tibetan area, which has been opposed by the political and religious forces in the area, and has also been questioned by the Tibetan people. In the contest between the national administrative system and the Tusi system, the implementation of the Baojia system in Gannan Tibetan area has a profound impact on the modernization of the grass-roots society in this area, which not only makes the original feudal and conservative rural governance model greatly changed, but also begins to take root in this region, and the people in the Tibetan area also have a deeper sense of identity with the state.
