【摘要】：官告是中国古代社会中国家授予官吏的一种凭证。官告最早出现于东晋时期，历经隋唐五代，传入宋朝。官告院是管理官告的专门机构，出现于唐朝后期，被宋代沿袭。官告院自北宋前期建立后不断变化的，在宋神宗元丰改制中被撤销，宋徽宗时期恢复重建，为后世诸朝所沿用。北宋前期的的官告院官员称“提举官告院”或“判官告院”，宋徽宗朝之后改为“主管官告院”。官告院主官在北宋前期由知制诰和京朝官担任，政和三年（1113）之后，以京官出任。官告院除了负责本部门的工作，还能够参政议政。官告院的官员和吏人，，如果出现失职、贪污腐败等情况，会受到惩处。官告院的附属机构绫纸库，掌管修写各式官告所需绫纸及收纳受告人所交朱胶、绫纸钱。绫纸钱的收取与免费，在宋代经历了不断的反复。官告制度，唐朝开始完备。宋代的官告制度，宋太祖朝初创，经过宋真宗、宋仁宗、宋徽宗三朝，最终形成。官告由绫纸、轴头、装饰等基本部分组成，各有等级，体现了森严的等级制度。官告不仅反映出了统治者任用官吏的过程，而且通过其内容，我们还可以知道该官吏职权、等级高低、俸禄等等。官告的发放需要时间，如果遇到特殊情况，可以简化程序，从速办理。
