【摘要】：靳辅作为康熙朝有名的治河能臣,在治理水患和保证漕运方而做出了巨大的贡献。但是,靳辅治河的过程并非一帆风顺,而是曲折丛生。其中,既有水性无常、风雨骤加等客观因素的影响,同时又要面对人力、财力、物力匮乏的限制和其他大臣乃至皇帝的非议。以上这些因素都直接影响到靳辅治河的实践和效果,值得细细挖掘整理,以便对靳辅治河有一个全方位的了解。基于此,本文在现有研究成果的基础上,以靳辅治河为主线,对靳辅治河的背景、治河过程中遇到的困难及方案的调整稍作阐述,对靳辅与崔维雅、于成龙、孙在丰等人的争论加以分析,并结合靳辅与明珠的被劾罢职来探讨玄烨在靳辅治河中发挥的作用。通过以上的阐述和分析,笔者认为,靳辅治河过程中受到诸多方面因素的影响,特别是玄烨本人对治河的态度,其态度的变化直接影响到了靳辅的治河实践和靳辅的个人命运。全文共分四章,具体如下：第一章是靳辅治河的背景。主要从两个方面来进行阐释：一是漕运与黄、淮、运的关系；二是靳辅治河的必要性和可能性。这一问题又主要从以下两个方面进行说明：一是水患十分严重,并导致漕运严重受阻,国库日益空虚,社会陷入动荡之中,危及国家统治；二是玄烨高度重视治河,提出了“务为一劳永逸之计”的治河方针,决心根治河患。第二章是靳辅初期的治河。先将靳辅大修方案的提出、修改和批准的曲折过程加以描述,继而对靳辅初期治河方案的调整及所遇到的诸多困难结合《文襄奏疏》进行简要总结,最后对靳辅与崔维雅的争论过程和影响加以阐发。第三章是靳辅后期的治河。主要涉及到减水坝问题和下河问题。减水坝问题主要涉及到减水坝的修建缘由和作用评价；下河问题的论述主要围绕着挑浚海口之议首次暂停和再起展开,并揭示争论双方的分歧所在。第四章是靳辅罢职与复职。首先对郭t弹劾靳辅与明珠被劾案中的相关问题进行解释,继而以中河告竣为切入点探讨靳辅罢职后靳辅的活动和靳辅的复职。结语对靳辅治河的整个过程及以上四章的主要内容简单概括,继而针对其中的某些问题从皇帝、治河大臣和其它大臣的角度得出一些启示。
[Abstract]:Jin Fu, a famous minister of river control in Kangxi Dynasty, made great contributions to the management of flood and the guarantee of water transportation. However, the process of Jin Fu Zhihe was not smooth sailing, but was full of twists and turns. Among them, there were both water impermanence and impermanence. At the same time, we have to face the limitation of lack of human, financial and material resources and the criticism of other ministers and even emperors. All these factors have a direct impact on the practice and effect of Jin Fu's river control. It is worth digging carefully in order to have a comprehensive understanding of Jin Fu River. Based on this, this paper, on the basis of the existing research results, takes Jin Fu as the main line, briefly expounds the background of Jin Fu, the difficulties encountered in the course of river control and the adjustment of the scheme, and gives a brief account of Jin Fu and Cui Weiya, Yu Chenglong. Sun Zaifeng and other people's arguments were analyzed and combined with Jin Fu and Mingzhu's impeachment to discuss the role of Xuanye in Jin Fu's river. Jin Fu was influenced by many factors in the course of river governance, especially Xuanye's attitude toward river control, whose change directly affected Jin Fu's practice of river control and Jin Fu's personal fate. The paper is divided into four chapters. The details are as follows: The first chapter is the background of Jin Fu River, which is mainly explained from two aspects: first, the relationship between water transport and Huang, Huai and Yun; The second is the necessity and possibility of Jin Fu to govern the river. This problem is mainly explained from the following two aspects: first, the flood is very serious, and the water transportation is seriously blocked, the national treasury is increasingly empty, and the society is in turmoil. Endangering national rule; Second, Xuanye attached great importance to river control, put forward the policy of "once and for all", determined to eradicate river disease. The second chapter is Jin Fu's early river control. Firstly, the tortuous process of proposing, modifying and approving Jin Fu's major revision scheme is described. Then it briefly summarizes the adjustment of Jin Fu's early river control scheme and its difficulties combined with Wen Xiang Xuan Shu, and finally explains the process and influence of the argument between Jin Fu and Cui Weiya. The third chapter is the later period of Jin Fu's river control. It mainly involves the problem of dam reduction and the problem of descending river. The problem of dam reduction mainly relates to the cause of construction and the evaluation of the effect of dam reduction. The discussion of the Xianghe problem mainly revolves around the discussion of dredging Haikou for the first time, and reveals the differences between the two sides. Chapter 4th is Jin Fu's dismissal and reinstatement. Firstly, it explains the related issues in the impeachment case between Guo and Mingzhu. Then, the conclusion of Zhonghe is taken as the starting point to discuss Jin Fu's activities after Jin Fu's dismissal and Jin Fu's reinstatement. The conclusion summarizes the whole process of Jin Fuzhi and the main contents of the above four chapters, and then draws some enlightenment from the angle of emperor, minister of river governing and other ministers.
