薛向与“均输法”研究

【摘要】： 薛向是北宋中期著名的行政和经济事务官僚,在王安石变法期间所推行的各项经济改革方案中,“均输法”的执行工作在熙宁初是由薛向负责的。在神宗和王安石主导的变法中,薛向与曾布、吕惠卿、吕嘉问等人均成为变法事业的重要参与者。薛向所统筹的“均输法”要解决的是汴京的物资供应问题,根据王安石的设想,它也包括通过对物货流通环节的调配,增加经济资源的积累,壮大宋朝的经济实力,由于史料的局限,“均输法”运行的情况及所收到的实际效果,长久以来给研究者留下了模糊而分歧的印象。本研究,将重点关注的是薛向本人以及薛向与“均输法”实施过程中所产生出的交集。首先将对薛向仕宦经历做总体的回顾,爬梳薛向早年活动史料,对其主要经济活动和政治实践略作分析。进而,回顾有关北宋神宗时期均输法的订立、推行等史料,探究作为均输法订立、推行的主持官员薛向本人在“均输法”推进过程的作用,以勾勒熙宁间“均输法”推行的主要脉络,并评价薛向在其中的主要作为。
[Abstract]:Xue Xiang, a famous administrative and economic affairs bureaucrat in the middle of Northern Song Dynasty, carried out various economic reform programs during the period of Wang Anshi's reform. In the reform led by Shenzong and Wang Anshi, Xue Xiang and Zeng Bu, Lu Huiqing, Lu Jiaquan and others became important participants in the cause of reform. Xue Xiang's "average transmission law" is to solve the material supply problem of Bianjing. According to Wang Anshi's idea, it also includes increasing the accumulation of economic resources through the allocation of goods and goods circulation link. To strengthen the economic strength of Song Dynasty, due to the limitation of historical data, the situation of "uniform transmission law" and its actual effect have long left a vague and divergent impression on the researchers. This study will focus on Xue Xiang himself and Xue Xiang and Xue Xiang and the implementation of the "uniform transmission law" produced in the intersection. First of all, Xue Xiangshi official experience will be a general review, crawling Xue Xiang early activities of historical materials. The main economic activities and political practice are analyzed briefly. Then, the author reviews the historical data about the equalization of transmission law during the Northern Song Dynasty, and explores the conclusion of the law of equalization. The role of Xue Xiang, the presiding official, in the process of advancing the "Equalization method" is to outline the main context of the implementation of the "Equalization Law" between Xining and to evaluate Xue Xiang's main role in it.
