西汉昌邑王国职官制度研究

【摘要】：西汉从初期至中期,为了加强专制主义中央集权,采取多种措施强化皇权,收归诸侯王国官吏任免权和治民权,降低诸侯王国的政治与经济地位,逐渐降低王国职官的官秩、俸禄级别,同时减少王国所属吏员的数量。昌邑王国只是西汉中期诸多王国中的一例,昌邑王国的职官设有太傅、少傅、相、中尉、郎中令、仆、卫士长、内史、礼乐长等,其职官数量不多,地位亦不高,主要职责是辅佐、教育、保卫与侍从昌邑王等,已不再拥有治民之权。西汉中期昌邑王国职官制度的主要特征:一是结构完整,官吏齐备,制度健全;二是与中央相比,官秩地位降低,俸禄、吏员较少;三是在中央王朝的强权下,以文官为主,以儒生任武官,弱化武官,防止叛乱。因此,从昌邑王国职官制度来看,昌邑王刘贺的政治阅历和政局掌控历练是有限的,加上这些职官的政治素质与能力整体上根本无法与中央职官相比,这或许是后来昌邑王刘贺被废的一个因素。
[Abstract]:From the beginning to the middle of the Western Han Dynasty, in order to strengthen the centralization of autocracy, various measures were taken to strengthen the imperial power, to restore the power of appointment, removal and civil rights of the officials of the princes, to reduce the political and economic status of the princes, and to gradually reduce the rank of the imperial officials. At the same time, the number of officials belonging to the kingdom was reduced. Changyi was only one of many kingdoms in the middle of the Western Han Dynasty. The officials of the Changyi Kingdom were equipped with Taifu, Shaofu, Ph.D., Lieutenant, General, servant, Guardsman, Internal History, Chief of Service, and so on. Its official number is not large and its status is not high. Its main duties are to assist, educate, defend and serve the king of Changyi, and no longer have the power to govern the people. The main features of the civil service system in Changyi in the middle Western Han Dynasty are: first, the structure is complete and the officials are ready. The system is sound; second, compared with the central government, the rank of officials is lower, salaries and officials are less; third, under the power of the central dynasty, civil servants are the main force, and Confucianism is the military attache, weakening the military attache and preventing rebellion. Therefore, Judging from the official system of Changyi Kingdom, Liu he, the king of Changyi, has limited political experience and experience of political control. Moreover, the political quality and ability of these officials are simply not comparable to those of central officials. This may be the Changyi King Liu he was abandoned later a factor.
