榜文与宋代地方社会治理研究

【摘要】：榜文就是告示、文告，是朝廷或政府公布政令，，传达信息的重要载体，这种形式的起源可以追溯到先秦时期。到了宋代，纸张、墙壁、木板、石碑都是宋代榜文的载体。和其它传播方式相比，宋代榜文有传播广、成本低、有期限的特点。宋代榜文使用十分广泛，是地方官员治理社会的重要工具。地方官员常常使用榜文进行劝农，劝谏农民辛勤劳作，向百姓推广各种农业技术。医学技术推广也常使用到榜文。在日常生活中，地方官员常通过榜文发布医方，实行仁政；疾疫流行时，官府有针对性的公布药方，抑制疾疫流行；在巫术盛行的地方，地方官员多采取将医方刻在石碑上的方式向百姓宣传医学知识，以医抑巫。宋代政府将一些国有资源或权力的经营权通过招标的形式让渡给他人，在招标的过程中，榜文起到沟通双方信息的作用，其中招标声明的发布、结果的公布就需要通过榜文来进行；根据需要，政府还会发布榜文，公布优惠政策，进行招商；政府的各种招募工作也通过发布榜文，公布信息，进行招聘。政府在打击各种违法、犯罪行为的时候也要使用到榜文。政府发布榜文对官民进行劝告，公布法律法规，禁止违法、犯罪行为，警告他们如果犯法，就会受到惩罚；告知人们如果受到侵害，可以上告；公布对犯罪行为的处理结果，安定民心，稳定社会。榜文是政府打击各种违法、犯罪现象，维护市场秩序，维护社会安定，维护政治清明的重要工具。
