汉代官吏福利研究

【摘要】:官吏福利是中国古代官员所享有的重要待遇,它对维护统治秩序和宣传国家的主流价值观起了积极的导向作用。汉代官吏的福利制度是在秦制的基础上不断发展、创新而来的。目前,国内外学者关于汉代官员福利的研究,,多零星的散见于个别论文中或著作的某一方面,系统研究汉代官吏福利的专著尚未出现。以此笔者首先对“福利”进行概念的界定,然后以历史社会学的方法与视角,从官吏福利的背景、内涵、特征、效应等不同方面对汉代官吏的福利进行全面、系统地考察。 首先,是要考察“福利”制度的概念,根据“福利”制度的概念来界定“官吏福利”的内涵。福利概念可谓众说纷纭,本文所考察的官吏福利,主要是以官僚阶层为考察对象,指除官俸之外的其他待遇,包括官员们通过正常法规所获得的物质非物质的好处,即官员在职期间的正常休假、赏赐、退休等福利以及退休官员逝世后的丧葬、优抚等福利。汉代官吏福利之目的在于改善、提高官员这个特殊群体的生活状况,激励忠廉勤能者。 其次,探究汉代官吏福利的内容,从官员的休假、赏赐、退休及退休后的待遇等几个方面对汉代官员福利进行了具体的阐述。汉代统治者从这几个方面对官员进行不同程度的待遇赏赐,对于笼络在职官员和稳定人心具有非常重要的意义,同时对于引导汉代的社会风尚、维持政治统治秩序和政权的不断延续也意义非凡。 再次,揭示汉代官吏福利的特征。通过对汉代官吏福利内容的考察,可以看出汉代官员福利主要有身份性与等级性、多样性与灵活性、随意性与伦理性及渐进性与持续性等四个方面的特征。 最后,在以上研究的基础上,对汉代官吏福利所产生的效应进行阐述。汉代官吏福利的积极效应是占主导地位,但是也不能忽视其产生的消极效应。总之,汉代官吏福利为二千余年的中国传统社会提供了一个基本的官员福利范式,在此后两千多年中国历史的发展中,中国古代官员的福利大致都是沿袭这一范式。
[Abstract]:The welfare of officials in the Han Dynasty has played a positive role in maintaining the order of ruling and promoting the mainstream values of the country . The welfare system of the Han Dynasty officials has not been developed on the basis of the Qin system . At present , the author firstly defines the concept of " welfare " , then studies the welfare of the Han Dynasty officials from different aspects such as the background , connotation , characteristics and effects of the official welfare .

First , to study the concept of " welfare " system , to define the connotation of " official welfare " according to the concept of " welfare " system . The concept of welfare is different . The welfare concept of official officials examined in this paper mainly refers to the benefits of materials other than the official salaries , namely , the benefits of normal leave , reward , retirement and other benefits of officials during the active period , and the funeral and pacification of retired officials .

Secondly , the article expounds the contents of the well - being of the official officials in the Han Dynasty , expounds the well - being of the Han Dynasty officials from the aspects of the official holidays , the reward , the retirement and the treatment of the retired officials .

Thirdly , the characteristics of the well - being of the Han Dynasty are revealed . Through the investigation of the contents of the welfare of the official officials in the Han Dynasty , it can be seen that the welfare of the official welfare of Han Dynasty is mainly characterized by four aspects as identity and rank , diversity and flexibility , randomness and ethics and continuity and persistence .

Finally , on the basis of the above research , the effect of the well - being of the Han Dynasty is expounded . The positive effect of the welfare of the official officials in the Han Dynasty is dominant , but it cannot ignore the negative effects . In a word , the welfare of the official officials in the Han Dynasty provides a basic official welfare paradigm for the Chinese traditional society over the past two thousand years . In the past two thousand years , the welfare of Chinese ancient officials is basically the paradigm .
