【摘要】：至德二年(757),剑南道被分为东川和西川两个藩镇,双方在十年时间内经历了“三分两合”的曲折发展历程,东川镇的辖区才基本固定下来。东川镇自立以后,走上了独立发展的道路。东川镇的地方官员主要包括节度使、使府僚佐、州刺史三类,他们在地方治理中占据十分重要的地位。作为一个顺地藩镇,东川镇地方官员的出身、任免、考课和迁转情况具有自身的特点。在元和前和唐末两个时段,东川镇地方势力的发展特别突出,大量土豪进入地方官僚系统,如鲜于家族和严氏家族。东川镇自身的实力弱小,在唐末的三川乱局中,只能依托于周边强藩,来维持自身的独立。东川镇的地方长官积极地进行地方治理,主要体现在以下三个方面:第一,整编军队、平定盗寇,维护了辖区内的稳定。第二,通过兴修水利、减轻赋税,促进了经济发展。第三,大力推进文教事业,改造民风民俗。当然,在地方治理的过程中,不可避免地存在着吏治腐败问题,元稹所写的《弹奏剑南东川节度使状》即是对东川镇内的吏治腐败现象的深刻揭露。东西两川本为一体,分立之后,双方的关系变得十分复杂。东西两川之间既有相互依存的一面,也有矛盾对立的一面。
