明代预备仓政的演变及特点

【摘要】：明代预备仓是中国传统备荒制度的一大创新,也是粮食安全的一大保障。明太祖朱元璋创建预备仓后,各位皇帝在预备仓政方面有着不同的作为,预备仓建设经历着发展变化:前期普遍建立,功能发挥较好;中期随着形势变化,作了考核量化和查盘验收等方面的重要调整,但没有得到一贯坚持和执行,预备仓作用发挥波动起伏,时好时差;后期财政困难,朝廷重推社仓义仓建设,预备仓逐渐弱化并走向衰落。这一演变有着鲜明的特点,也反映出一种仓储制度历史嬗变的复杂性与必然性。
[Abstract]:The reserve warehouse in Ming Dynasty is a great innovation of Chinese traditional derelict system and a guarantee of grain security. After the Ming Taizu Zhu Yuanzhang set up the preparatory storehouse, the emperors had different actions in preparing the storehouse politics. The construction of the preparatory storehouse experienced the development and change: the early stage was generally established, the function played well; in the middle period, with the change of the situation, It has made important adjustments in the aspects of assessment, quantification, inspection and acceptance, but it has not been consistently adhered to and carried out, and the role of preparing warehouses has been fluctuating and fluctuating, with good time difference. In the latter stage, the financial difficulties have been encountered, and the court has been re-promoting the construction of the social granary and righteousness storehouse. The preparation warehouse gradually weakened and went into decline. This evolution has distinct characteristics and reflects the complexity and inevitability of the historical evolution of a warehousing system.
