北宋官冗之弊与吏治改革

【摘要】:北宋全面建立了文官政治,大量文人通过科举走入仕途,加之恩荫补官的泛滥,冗官现象日益突出。对此,宋朝统治者采取了一些措施加以治理,以铨试法为代表的吏治改革对官员选拔、入仕者素质和行政能力的提高大有裨益,在一定程度上缓解了冗官冗员的局面。虽然这些举措不能从根本上解决问题,但北宋对冗官现象的治理,为后世的吏治改革提供了一些有益借鉴。
[Abstract]:In the Northern Song Dynasty, the civil official politics was established in an all-round way, a large number of literati entered the official career through imperial examination, and the phenomenon of redundant officials became more and more prominent. In response to this, the rulers of the Song Dynasty took some measures to deal with it. The reform of the local administration, represented by the Civil trial Law, was of great benefit to the selection of officials, the improvement of the quality and administrative ability of those who entered the office, and to a certain extent alleviated the situation of redundant officials. Although these measures can not solve the problem fundamentally, the governance of the phenomenon of redundant officials in the Northern Song Dynasty has provided some useful reference for the reform of officials in later generations.
