将军富俊之“勤劳三

【摘要】：富俊于乾隆朝晚期步入仕途,后历经嘉庆、道光两朝,嘉道时期先后出任吉林将军、盛京将军、黑龙江将军。富俊出任东三省将军前,已在科布多、乌鲁木齐、喀什噶尔等地方为官多年,有着丰富的治理边疆的经验,同时对地方政治的弊端亦有所了解。出任东北三将军后,作为一名封疆大吏,富俊在任职期间更加勤劳政务,心系国计民生,政绩突出；此外他还关心边疆的文化建设,兴办学校、组织地方志的编纂等,为东北地区的文教事业的发展做出了积极的贡献。为更好的理清富俊在东北地区的政绩,本文分三个部分进行研究：第一章主要考察富俊为整顿旧制,巩固清廷对东北地区的统治而实施的整肃风化、清查盛京民典旗地、严格八旗兵丁训练等措施。在实施这些措施时,富俊能因地制宜、具体问题具体分析,表现出灵活的处理政务能力。第二章主要考察富俊为缓解京旗生计压力,力主开垦双城堡、伯都讷两处闲置荒地。在这一过程中,富俊身先士卒,亲自考察待开垦区并根据当地的实际情况制定相应的举措；同时考察了富俊对吉林地区煤矿的开采。第三章主要考察富俊任职东三省期间的文化建设贡献。富俊在任期内积极发展文教事业,对东三省尤其是吉林的文教事业发展产生了重要的影响。
[Abstract]:Fu Jun entered the official career in the late Qianlong Dynasty, after Jiaqing, Daoguang two dynasties, Jiadao period has served as General Jilin, Sheng Jing, General Heilongjiang. Fu Jun served as the three eastern provinces before the general, has been in Cobdo, Urumqi. Kashgar and other local officials for many years, have rich experience in the management of the border areas, at the same time to understand the shortcomings of local politics. Fujun in office during the more hard-working government, the mind of the national economy and people's livelihood, outstanding achievements; In addition, he also concerned about the cultural construction of the frontier, set up schools, organized the compilation of local chronicles, and made positive contributions to the development of cultural and educational undertakings in Northeast China, and made a better understanding of Fujun's achievements in Northeast China. This paper is divided into three parts: the first chapter mainly investigates the purge and weathering that Fujun carried out in order to rectify the old system and consolidate the rule of the Qing Dynasty to the Northeast region, and check the banners of Shengjing people. Strict eight Banner soldiers training measures. In the implementation of these measures, Fu Juneng measures according to local conditions, concrete analysis of specific problems, showing flexible administrative ability. Chapter two mainly investigates Fujun in order to alleviate the Beijing flag livelihood pressure. In this process, Fujun took the lead, inspected the reclamation area in person and worked out the corresponding measures according to the actual situation of the place. At the same time, it examines Fujun's exploitation of coal mines in Jilin area. The third chapter mainly studies the contribution of cultural construction during Fu Jun's tenure in the three eastern provinces. Fu Jun actively develops cultural and educational undertakings during his tenure. The development of cultural and educational undertakings in the three eastern provinces, especially Jilin, has had an important impact.
