【摘要】：正奏折作文文书,始于清朝。奏意即进,中国古代凡人们言情于上,均可称奏。秦初改书为奏,奏才成为臣子上书皇帝的专用文书。自汉迄明,上奏文书称谓也各不相同,如奏议、奏疏、奏章等。清代奏折制度是君主集权专制制度加强的产物。康熙朝廷,清朝已基本完成全国统一。在例行的题本、奏本之外,皇帝还任命一些事情,用密折报告一些官场隐私和民间动态,以便更加机密、快速地了解政情。查动官吏。雍正时,奏折使用范围扩大,不仅督、抚、提、镇等高级官员可用,其他科道官员,甚至周知也可密折奏事。
