中国古代行政官吏选用规制特征论

【摘要】:文章认为,选用什么样的官吏和怎样选用官吏,对于政权治理的实现和延续具有重大作用。尽管古代统治者为此建立起了规制严格的选用官吏制度,但为了维护封建皇权专制家天下的统治目的,从本质上注定了封建选官制度设计功能的必然失效。在人民民主制度下科学地总结历史上选官制度更替的规律,并批判地吸取各种选官体制中的有益因素,对于公务员制度的不断完善和执政为民治国理念的充分实现,具有重要的史鉴价值。
[Abstract]:The article holds that what kind of officials and how to choose officials plays an important role in the realization and continuation of regime governance. Although the ancient rulers established the system of selecting officials strictly for this purpose, in order to maintain the ruling purpose of feudal imperial autocracy, the design function of feudal system of selecting officials was doomed to be inexorable in essence. Under the people's democratic system, we scientifically sum up the law of the replacement of the official election system in history, and critically absorb the beneficial factors in all kinds of official election system, which is beneficial to the continuous improvement of the civil servant system and the full realization of the idea of governing the country for the people. It has important historical value.
