【摘要】：正明朝大裁员明朝万历年间,张居正推行《考成法》,据此办法,万历三年(1575年),查出"未完成年度目标任务"的巡抚(相当于省部级)、抚按(相当于中央驻各省纪委书记)官员54人。万历四年,山东有19名、河南有12名地市级官员,因征赋不足九成受到降级和革职处分。张居正当政期间,按《考成法》裁革的冗员约占官吏总数的十分之三。不仅省部级官员的饭碗随时被打破,相当于国务院总理的首辅的饭碗有时也好不到哪儿去。明崇祯在任17年,撤免宰相多达
