汉唐外交管理体制的演进及其特点

【摘要】：汉唐时期确立和完善了以鸿胪、主客为外交主管机构，以其余关涉机构密切配合的中央外交管理体制，以地方行政系统、军事边防系统及边境镇抚系统三位一体的地方外交管理体制，这一从中央到地方的外交管理体制，经历了汉代的确立阶段，，魏晋南北朝的调整阶段，到唐代而完善成熟，其主要标志是外交决策与执行之分离，外交政令与事务之分离，外交主管机构与关涉机构之协调，地方外交管理体系之日益完善，集权与分权之适度合理等。这一外交管理体制具有模糊性与多元性的特点
[Abstract]:During the Han and Tang dynasties, it established and perfected the central diplomatic management system with Hong-lu, subject and guest as the competent diplomatic organ, and the central diplomatic management system closely coordinated with the other related organizations, and the local administration system. The local diplomatic management system of military frontier defense system and border town governing system, which is from the central to the local, experienced the establishment stage of Han Dynasty, the adjustment stage of Wei, Jin and the Southern and Northern dynasties, and the perfection of the Tang Dynasty. Its main signs are the separation of diplomatic decision-making and execution, the separation of diplomatic orders and affairs, the coordination between the competent diplomatic agencies and the related organizations, the increasingly perfect local diplomatic management system, the reasonable centralization and decentralization, and so on. This diplomatic management system is characterized by fuzziness and pluralism.
