【摘要】:基于生产者责任原则,提出了行业能耗碳理念并构建了行业能耗碳指标;基于消费者责任原则,提出了行业责任碳理念并构建了行业责任碳指标。证明了两者均为性质优良的碳排放考核指标。利用上述两种指标,核算并比较了1997年、2002年、2007年和2012年中国的行业碳排放。结果表明:中国的行业碳排放呈现出5种典型特征,其中能耗碳型关键行业的碳排放以能耗碳较多且能耗碳责任碳率较大为特征,能耗碳型一般行业以能耗碳责任碳率较大为特征,责任碳型关键行业以责任碳较多且责任碳能耗碳率较大为特征,责任碳型一般行业以责任碳能耗碳率较大为特征,普通行业以能耗碳与责任碳比较接近为特征;这些特征在研究期间均较为稳定。建议根据不同类型行业的碳排放特征有侧重地考核其碳排放责任,并有针对性地实施碳减排政策。
[Abstract]:Based on the principle of producer responsibility, the idea of energy consumption carbon in industry is put forward and the index of energy consumption carbon in industry is constructed. Based on the principle of consumer responsibility, the concept of industry responsibility carbon is put forward and the index of industry responsibility carbon is constructed. The industrial carbon emissions of China in 1997, 2002, 2007 and 2012 are calculated and compared. The results show that there are five typical characteristics of industry carbon emissions in China. The carbon emission of the key industries of energy consumption and carbon type is characterized by more energy consumption carbon and higher carbon responsibility carbon ratio, while the energy consumption carbon type industry is characterized by higher energy consumption carbon responsibility carbon ratio. The key industries of the responsible carbon type are characterized by more responsible carbon and higher energy consumption and carbon ratio of the responsible carbon, generally the responsible carbon industry is characterized by the higher responsible carbon energy consumption carbon ratio, and the common industry is characterized by the similarity between the energy consumption carbon and the responsibility carbon. These characteristics are relatively stable during the study period. It is suggested that according to the carbon emission characteristics of different types of industries, the responsibility of carbon emission should be assessed emphatically, and the policies of carbon emission reduction should be implemented accordingly.
