济南市居民对雾霾治理的支付意愿研究

【摘要】：当前,中国面临着比较严重的环境问题,空气污染问题尤为严重。由于巨大的污染物的排放量,使得中国的环境问题不断恶化。总体而言,这些污染物分为两类,一类污染物的排放量呈现上升趋势,另一类污染物的排放量呈现下降趋势,但是污染物的绝对排放量仍然很大,巨大的环境问题对中国造成了非常严重的影响。空气污染直接危害人类的生活和身体健康,山东省会济南人口密集,空气质量相对较差,因此本文对济南市雾霾治理支付意愿进行了分析,考察了济南市居民的支付意愿情况。本文旨在探索影响济南市居民雾霾治理支付意愿因素,同时对济南市居民对于雾霾治理的支付意愿金额进行简要探讨。文章运用条件价值评估法(CVM)设计调查问卷对济南市居民进行随机调查,考察支付意愿,然后利用logit模型进行计量分析,评估济南地区的居民对雾霾治理的支付意愿的影响因素,最后对济南市居民支付意愿金额进行评估。本文研究得到如下主要结论:(1)65.74%的受访者愿意为济南市雾霾的治理进行支付,济南市居民个体对于济南市雾霾治理的支付意愿金额为每月21.26元。月。(2)居民的性别、学历情况、家庭年收入、居民个人月支出、居民对于雾霾的客观认知程度(对空气质量状况的关注程度以及对PM2.5的了解程度)、居民对于政府的信任程度(是否相信政府的政策和执行力度)对居民参与雾霾治理的支付意愿有显著地影响。(3)教育水平较低的女性、家庭收入较高、家庭每月人均支出水平较低、对空气质量状况越关注以及对政府的政策和执行力比较信任的居民对于雾霾治理的支付意愿较高,而婚姻状况、执业情况、在济南的居住时间以及对空气质量状况的主观感知和对治理好雾霾是否有信心等因素对雾霾治理的支付意愿没有显著的影响。最后,文章根据研究结果,对济南市雾霾治理提出一定的政策建议。
[Abstract]:At present, China is faced with more serious environmental problems, especially air pollution. Due to the huge emissions of pollutants, the environmental problems in China are getting worse. These pollutants are divided into two categories, one pollutant emissions show an upward trend, the other pollutant emissions show a downward trend, but the absolute emissions of pollutants are still very large. Huge environmental problems have caused a very serious impact on China. Air pollution directly endangers human life and health. Jinan, the capital of Shandong Province, is densely populated and the air quality is relatively poor. Therefore, this paper analyzes the willingness to pay for haze governance in Jinan City, and examines the situation of residents' willingness to pay in Jinan City. The purpose of this paper is to explore the factors that affect the willingness to pay of haze governance in Jinan City. At the same time, the paper briefly discusses the amount of willingness to pay for the governance of Jinan residents. This paper uses conditional value evaluation method to design questionnaires to investigate the residents' willingness to pay. Then using the logit model to carry out econometric analysis to assess the impact of Jinan residents on the haze governance of the willingness to pay factors. Finally, the paper evaluates the amount of residents' willingness to pay in Jinan. The main conclusion of this study is that 65.74% of the respondents are willing to pay for the governance of haze in Jinan. The amount of willingness to pay for haze governance in Jinan is 21.26 yuan per month. 2) gender, academic background, annual household income and monthly expenditure of residents.
