成渝城市群综合交通规划环境评价方法研究

【摘要】:随着我国新型城镇化战略的不断推进,城市群成为其发展的主体形态,构建城市群综合交通体系将成为新时代交通发展的主要目标。环境评价是保证城市群综合交通可持续发展的重要手段。将城市群综合交通规划与环境评价的可持续性发展思想结合,从源头分析交通对环境的影响,有利于实现交通与环境的协调发展。当前我国交通规划环境评价主要针对城市交通或分方式的交通网络,关于城市群综合交通规划的环境评价研究基本空白,基于此背景,本研究以成渝城市群为研究对象,就城市群综合交通规划环境评价在指标选取及定性、定量与层次性评价方法的应用等方面内容进行了探讨,为制定绿色可持续的城市群综合交通规划提供依据。在回顾和总结国内外交通规划环境评价的发展历程和研究理论的基础上,本研究首先确定了以能耗、碳排放和污染物排放三大指标作为城市群综合交通规划环境评价的内容;之后引入点、线、面层次理论对城市群综合交通体系进行了层次划分,以此为基础构建了不同层次的评价指标体系并确定了评价方法与流程。本研究以GIS技术为核心,以TransCAD为分析平台,首先,对成渝城市群综合交通现状进行环境评价;其次,基于综合交通发展目标与现状环境评价结果,制定了满足目标年交通需求的多情景(保守、适中、激进)成渝城市群综合交通方案;然后,对三种情景的成渝城市群综合交通规划方案进行比选与环境评价,确定适中方案为对城市群环境最友好的规划方案;最后,根据成渝城市群综合交通规划环境评价结果,提出节能减排战略发展的相关建议。对成渝城市群综合交通现状进行环境评价发现,成渝城市群公路运输能耗与排放量极高,且主要集中在以成都、重庆为核心辐射的线路上,建议目标年综合交通规划方案中加强铁路运输的发展力度并规划新的公路交通枢纽。通过对综合交通规划进行环境评价,在规划实施后,成渝城市群2030年客运单位周转量能耗、碳排放与污染物排放较2015年分别下降12.96%、11.66%、3.03%,货运单位周转量能耗、碳排放与污染物排放分别下降10%、11.07%、7.4%。综上,本研究提出的成渝城市群综合交通规划环境评价方法具有一定的可操作性和实践意义,适用于城市群层面的综合交通规划环境评价工作,对以后城市群综合交通规划的制定具有一定的参考价值。
[Abstract]:With the development of China's new urbanization strategy, urban agglomeration has become the main form of its development. The construction of urban agglomeration integrated traffic system will become the main target of traffic development in the new era. Environmental evaluation is an important means to ensure the sustainable development of urban agglomeration integrated traffic. The comprehensive traffic planning and environmental evaluation of urban agglomeration can be maintained. Combining the thought of continuous development. Analysis of the impact of traffic on the environment from the source is conducive to the coordinated development of traffic and environment. At present, the environmental evaluation of traffic planning in China is mainly aimed at urban traffic or traffic network. On the basic blank of environmental evaluation of urban agglomeration integrated traffic planning, based on this background, this study takes Chengdu-Chongqing urban agglomeration as the research object, and selects and qualitatively evaluates the environment of urban agglomeration integrated traffic planning. The application of quantitative and hierarchical evaluation methods was discussed. In order to establish a green and sustainable urban agglomeration comprehensive traffic planning to provide the basis. On the basis of reviewing and summarizing the development history and research theory of environmental evaluation of traffic planning at home and abroad, this study first determined the energy consumption. Three indexes of carbon emission and pollutant emission are used as the content of environmental evaluation of urban agglomeration integrated traffic planning. After the introduction of point, line, plane level theory to the urban agglomeration comprehensive traffic system is divided into levels. On this basis, the evaluation index system at different levels is constructed and the evaluation method and process are determined. Firstly, the research takes GIS technology as the core and TransCAD as the analysis platform. Environmental evaluation of the comprehensive traffic situation of Chengdu-Chongqing urban agglomeration; Secondly, based on the results of comprehensive traffic development goals and environmental evaluation of current situation, a multi-scenario (conservative, moderate, radical) comprehensive traffic plan of Chengdu-Chongqing urban agglomeration is established to meet the traffic demand in the target year. Then, the comprehensive traffic planning scheme of Chengdu-Chongqing urban agglomeration is compared with the environmental evaluation, and the moderate plan is the most friendly to the urban agglomeration environment. Finally, according to the environmental evaluation results of comprehensive traffic planning of Chengdu-Chongqing urban agglomeration, the paper puts forward some suggestions for the development of energy-saving and emission-reduction strategy. The environmental evaluation findings of the comprehensive traffic situation of Chengdu-Chongqing urban agglomeration are carried out. The energy consumption and emission of road transportation in Chengdu-Chongqing urban agglomeration is very high, and it is mainly concentrated on the line with Chengdu and Chongqing as the core radiation. It is suggested that the development of railway transportation should be strengthened and the new highway transportation hub should be planned in the comprehensive traffic planning plan for the target year. After the implementation of the plan, the environmental evaluation of the comprehensive traffic planning should be carried out. In 2030, the energy consumption of passenger transport unit turnover, carbon emission and pollutant emission in Chengdu-Chongqing urban agglomeration decreased 12.96 and 11.66 and 3.03, respectively, compared with 2015. Carbon emissions and pollutant emissions decreased respectively by 10% 11.07 and 7.4. in summary, the environmental evaluation method of comprehensive traffic planning of Chengdu-Chongqing urban agglomeration has some operational and practical significance. It is suitable for the environmental evaluation of integrated traffic planning in urban agglomeration, and it has certain reference value for the formulation of urban agglomeration integrated traffic planning in the future.
