基于综合效益的垃圾填埋场封场项目投资方案评价研究

【摘要】:近年来,随着我国经济的快速发展和新型城镇化进程的不断加深,人民的生活水平不断提高,生活垃圾的产量也与日俱增,“垃圾围城”的困境正日益成为当下亟待解决的环保难题。当前我国主要采取卫生填埋方式处理生活垃圾,当垃圾填埋场填埋饱和时要关闭停止使用并进行封场管理,以此控制环境污染、抑制疾病传播、促进生态恢复和加快土地恢复利用。对封场项目的投资方案进行评价研究,根据评价结果选取综合效益最佳的投资方案是科学合理的进行封场的关键。在实际生活中,垃圾填埋场封场项目基于经济效益、环境效益和社会效益的综合效益是决定该类项目投资决策的关键因素。为此,论文梳理了国内外关于垃圾填埋场的研究进展和项目效益的研究进展,介绍了封场的相关概念、投资方案和投资方案评价的相关概念,分析了垃圾填埋场封场项目的投资特点和垃圾填埋场封场项目投资评价要素,在综合考虑经济效益、环境效益、社会效益的基础上,结合评价指标的选取原则和步骤,建立了3个层次3个因素12个指标的垃圾填埋场封场项目投资方案综合效益评价指标体系;通过比较主观赋值法和客观赋值法各自的优缺点后选定主观赋值法中的层次分析法作为指标权重的确定方法,并按照层次分析法的步骤确定了指标权重;通过比较投资效益综合评价的几种常用方法的优缺点后选取模糊层次综合评价法作为垃圾填埋场封场项目投资方案综合效益的评价方法,并依据模糊层次综合评价法的步骤建立了评价模型,用评价模型对垃圾填埋场封场项目投资方案的效益进行了综合评价;最后结合实际案例运用评价模型对投资方案进行评价研究得出评价结果,验证了该方法的科学性和实用性,能为此类项目的投资决策提供参考。
[Abstract]:In recent years, with the rapid development of our economy and the deepening of the new urbanization process, the living standards of the people have been continuously improved. The production of domestic waste is also increasing, and the plight of "garbage besieging" is becoming an urgent environmental problem to be solved. Currently, sanitary landfills are mainly used to dispose of domestic waste in China. In order to control environmental pollution, restrain the spread of disease, promote ecological restoration and accelerate land restoration and utilization, the landfill landfill should be closed and closed when landfill is saturated, and the investment scheme of the project should be evaluated and studied, so as to control the environmental pollution, restrain the spread of disease, promote ecological restoration and accelerate the utilization of land. According to the evaluation results, it is the key to select the best comprehensive benefit investment scheme to seal the site scientifically and reasonably. In actual life, the landfill sealing project is based on economic benefits. The comprehensive benefit of environmental and social benefits is the key factor to decide the investment decision of this kind of project. Therefore, this paper reviews the research progress of landfill site at home and abroad and the research progress of project benefit, and introduces the related concepts of sealing site. The related concepts of investment scheme and investment scheme evaluation are analyzed. The investment characteristics and investment evaluation elements of landfill sealing project are analyzed. On the basis of comprehensive consideration of economic benefit, environmental benefit and social benefit, Combined with the selection principles and steps of the evaluation index, the comprehensive benefit evaluation index system of the landfill sealing project investment scheme was established with 3 levels, 3 factors and 12 indexes. By comparing the advantages and disadvantages of subjective assignment method and objective assignment method, the analytic hierarchy process (AHP) in subjective assignment method is selected as the determination method of index weight, and the index weight is determined according to the steps of AHP. By comparing the advantages and disadvantages of several common methods of comprehensive evaluation of investment benefit, the fuzzy level comprehensive evaluation method is selected as the comprehensive benefit evaluation method for the investment scheme of landfill sealing project. The evaluation model is established according to the steps of the fuzzy hierarchy comprehensive evaluation method, and the benefit of the investment scheme of the landfill sealing project is comprehensively evaluated by the evaluation model. Finally, the evaluation results are obtained by using the evaluation model in actual cases, which verifies the scientificity and practicability of the method, and can provide a reference for the investment decision of this kind of projects.
