城市生活垃圾处理收费规制的研究动态

【摘要】：对城市生活垃圾实施收费规制,在理论上一直被认为能改变家庭抛投生活垃圾的成本,产生杠杆效应,进而促进"垃圾围城"的解决。从目前来看,相关研究主要集中于三个方面:对垃圾处理实施规制的必要性、收费规制的方式、各规制方式的效果。本文在对已有研究做出梳理与述评的基础上,为我国相关理论整理出研究脉络,以期为相关的实践提供理论借鉴。
[Abstract]:In theory, it is believed that the regulation of charging for municipal solid waste (MSW) can change the cost of household littering, produce leverage effect, and promote the solution of "garbage besieging". From the current point of view, the relevant studies mainly focus on three aspects: the necessity of implementing regulation on waste disposal, the way of charging regulation, and the effect of each regulation method. On the basis of combing and reviewing the existing studies, this paper collates the research context for the relevant theories in our country, in order to provide theoretical reference for the relevant practice.
