协同视角下京津冀城市空气污染影响因素与治理对策研究

【摘要】:随着经济的快速发展,城市规模不断扩大、人口数量急剧增长,带动能源消耗不断增加,使得空气污染问题日益凸显,日渐严重,给人类社会带来了极大的经济损失,居民健康带来很大损害。京津冀城市群作为我国三大经济增长极之一,其协同发展上升为国家战略,京津冀地区近年来持续遭受雾霾问题困扰,空气污染问题给京津冀协同发展带来了很大的负面影响。本文基于城市复杂系统的管理理论,以协同理论为基础,以空间自相关理论、突变理论的为延伸,根据协同理论引入的序参量概念,试图探索京津冀13个城市中对京津冀地区空气污染现象有着重要影响的关键城市,并分析出这些关键城市各自改善空气污染问题的决定性因素。本文首先运用空间自相关理论对京津冀13个城市的空气污染在空间上的协同效应进行了分析,通过全局自相关指数Moran’I和局部指标的散点图以及集聚图进一步分析,结论表明石家庄、衡水、邢台、保定4个城市空气污染现象严重,且对京津冀地区整体有着显著的影响,这几个城市的重点改善会协同地带动京津冀地区整体空气污染问题的改善。随后本文基于突变理论建立了城市空气污染改善因素多层次模型,运用突变级数法对石家庄、衡水、邢台、保定4个城市以及北京天津共6个城市的32项指标因素进行量化分析,探索出各城市应分别在经济环境、科技进步水平、地区环保政策等方面进行重点改善。本文最后通过根据分析结果,对协同发展下区域空气污染治理提出了合理化建议。
[Abstract]:With the rapid development of economy, the scale of the city is expanding, the population is increasing rapidly, the energy consumption is increasing, and the air pollution problem is becoming more and more serious, which brings great economic losses to the human society. The health of the inhabitants is very harmful. As one of the three economic growth poles in China, the coordinated development of Beijing-Tianjin-Hebei urban agglomeration has become a national strategy. In recent years, the Beijing-Tianjin-Hebei region has been plagued by haze problems, and the air pollution problem has brought great negative effects to the coordinated development of Beijing-Tianjin-Hebei. This paper is based on the management theory of urban complex system, based on the synergy theory, the spatial autocorrelation theory and the catastrophe theory as the extension, according to the concept of order parameter introduced by the coordination theory. This paper attempts to explore the key cities in 13 cities of Beijing, Tianjin and Hebei that have an important influence on air pollution in Beijing, Tianjin and Hebei, and analyze the decisive factors of improving air pollution in each of these key cities. In this paper, the spatial synergetic effect of air pollution in 13 cities of Beijing-Tianjin-Hebei is analyzed by using spatial autocorrelation theory, and the global autocorrelation index (Moran'I) and the scattered plot of local index and agglomeration map are further analyzed. The results show that air pollution is serious in Shijiazhuang, Hengshui, Xingtai and Baoding cities, and has a significant influence on the whole area of Beijing-Tianjin-Hebei region. The key improvement of these cities will lead to the improvement of the overall air pollution problem in Beijing, Tianjin and Hebei. Then, based on the catastrophe theory, a multi-level model of urban air pollution improvement factors is established, and the catastrophe series method is applied to Shijiazhuang, Hengshui, Xingtai, Xingtai, Shijiazhuang, Hengshui and Xingtai. Through quantitative analysis of 32 index factors in 4 cities of Baoding and 6 cities of Beijing and Tianjin, it is found that each city should focus on improving the economic environment, the level of scientific and technological progress and the regional environmental protection policy. Finally, according to the analysis results, the paper puts forward some reasonable suggestions for regional air pollution control under coordinated development.
