【摘要】：生态环境的保护问题日益受到党和政府的密切重视,在党的十八大报告中,生态文明引起高度重视,在党的十八届三中全会上,保护生态环境也成为政府五项职能中的重要一部分,党和政府对环保的高度重视表现出当今环境污染治理的严峻形势和环境保护的重要地位。依笔者所见,在众多环境污染问题中,水污染问题是一个关乎人民生命健康和生活品质的重大污染问题,需要得到重点关注和集中解决。可见,水污染防治的意义之重大。2015年1月1日正式施行的新《环保法》中提出了“企业环境信息公开”,这是用法律武器对社会大众关于企业相关环境信息知情权的保护。有助于公众参与社会公共事务,保护环境免受污染,从而避免公众利益受到侵害。本文基于清水江流域企业水污染信息公布现状和舆论监督现状的实证分析,通过对清水河流域的污染企业关于水污染信息公开状况的分析和研究,突出公众参与对舆论监督影响作用。笔者通过对清水江流域企业水污染信息公开的实地调研,总结问题,分析原因,并提出相应的对策。本文先论述了选题研究的背景信息和研究意义。在对国际、国内文献的查阅和总结论述中,发现并探讨本论文的理论根源,包括舆论监督、公众参与理论,并确定文章的研究方法和研究思路。其次,对企业环境信息公开的概念做了详细的解析,结合国外在企业环境信息公开中的经验,强调公众参与对于促进舆论监督,促使企业环境信息更进一步公开的重要性,为接下来重点分析清水江流域企业水污染信息公开存在的问题,以及提出为了舆论监督能够更好地促使清水江流域企业水污染信息进一步公开,必须提高公众参与做好充足的铺垫。再次,运用科学的调研方法对清水江流域企业水污染信息公开与舆论监督进行实证分析,通过民族学田野调查的方法、参与观察、记录、访谈、问卷调查等方式对社会公众舆论监督的实行程度做出分析,总结出公众对清水江流域水污染状况的认知程度和水污染企业的信息公开程度的评价,再在这些清水河流域水污染企业信息和舆论的收集整理基础上,分析清水江企业水污染信息公开过程中,公众参与对舆论监督造成的影响,以及清水江企业水污染信息公开存在的问题,进而深入探讨了其中的成因。最后提出提高公众参与水平,促进舆论监督,促使企业水污染信息进一步公开。
[Abstract]:The protection of the ecological environment has been paid more and more attention by the Party and the government. In the report of the 18th National Congress of the Party, ecological civilization attracted great attention, and at the third Plenary session of the 18th CPC Central Committee, The protection of ecological environment has also become an important part of the five functions of the government. The party and government attach great importance to environmental protection, which shows the severe situation of environmental pollution control and the important position of environmental protection. According to the author, among many environmental pollution problems, water pollution is a major pollution problem related to people's health and quality of life, which needs to be focused on and solved. Therefore, the significance of water pollution prevention and control is very important. In the new "Environmental Protection Law", which was put into effect on January 1, 2015, "Environmental Information publicity in Enterprises" is proposed, which is the protection of the public's right to know about the relevant environmental information of enterprises with legal weapons. It helps the public to participate in public affairs, protect the environment from pollution, and prevent the public interests from being infringed. Based on the empirical analysis of the present situation of water pollution information publication and public opinion supervision in enterprises in Qingshuijiang River Basin, this paper analyzes and studies the situation of water pollution information disclosure by polluting enterprises in Qingshui River Basin. Prominent public participation in public opinion supervision of the impact of the role. The author summarizes the problems, analyzes the reasons and puts forward the corresponding countermeasures through the field investigation on the disclosure of water pollution information in enterprises in Qingshuijiang River Basin. This paper first discusses the background information and significance of the research. In the review and summary of the international and domestic literature, the theoretical roots of this paper are found and discussed, including the supervision of public opinion, the theory of public participation, and the determination of the research methods and research ideas of the article. Secondly, the concept of enterprise environmental information disclosure is analyzed in detail. Combined with the experience of foreign countries in the enterprise environmental information disclosure, the importance of public participation in promoting public opinion supervision and promoting the further disclosure of enterprise environmental information is emphasized. In order to focus on the analysis of the problems existing in the disclosure of water pollution information of enterprises in the Qingshuijiang River Basin, and to propose that public opinion supervision can better promote the further disclosure of the water pollution information of enterprises in the Qingshuijiang River Basin, Public participation must be enhanced to provide adequate groundwork. Thirdly, using scientific research methods to analyze the disclosure of water pollution information and supervision of public opinion in enterprises of Qingshuijiang river basin, and through the method of ethnology field investigation, to participate in observation, record and interview. Based on the analysis of the degree of public opinion supervision by means of questionnaire survey, this paper summarizes the public's cognition of the water pollution situation in Qingshuijiang River Basin and the evaluation of the information disclosure degree of the water pollution enterprises. On the basis of collecting and arranging the information and public opinion of the water pollution enterprises in the Qingshuihe River Basin, the paper analyzes the influence of the public participation on the supervision of public opinion in the process of the disclosure of the water pollution information of the enterprises in the Qingshuijiang River Basin. And the problems of water pollution information disclosure in Qingshuijiang enterprise are discussed. Finally, it proposes to improve the level of public participation, to promote public opinion supervision, and to promote the disclosure of water pollution information in enterprises.
