城乡一体化背景下农村环境卫生治理研究

【摘要】：农村环境卫生治理是新农村建设的重要组成部分,也是推进城乡一体化建设中易被忽视的一方,几十年的发展进程,往往是以牺牲环境为代价,促动经济的快速增长。经济总体水平提高,人们对农村环境卫生重视程度逐渐提升,强化农村环境卫生的全面治理工作是一项民心工程、德政工程,既是当前一项阶段性任务,也是一项必须长期坚持的工作。“村容整洁”,要求进一步加强在农村环境卫生上的构建,最大限度激发起农民加入到环境治里中来的热情,借助政策倾斜、先进技术手段彻底清除农村“脏、乱、差”的问题,改进群众居住环境,促进农民生活质量的进一步提高,打造社会主义新农村的全新面貌。通过最近几年的实践与研究,特别是基层政府采取了切实有效的措施,农村环境得到了明显改善,而且为下一步的治理提供了参考。不过以长远角度来说,仍然不能更好的适应人民群众日益提高的要求。另外,和西方发达国家在这个方面取得的成绩比较来说,还有着很大的距离,应该做出更多的努力,以取得更大的突破和进展。“绿水青山就是金山银山”,加强农村环境卫生治理工作任重道远。本文以农村环境卫生研究背景、基础构成、相关理论等方面为切入点,初步从总体上了解研究对象,以发展实际的介绍、短板与分析、提高与改进作为思路。以相关理论阐述为前提,以萧山区G镇为样本分析,通过实践成效,透视和分析萧山区G镇在农村环境卫生治理建设的现状、问题、举措等,以小见到,从个别到一般,从特殊到普通,梳理了农村环境卫生治理中亟需重点解决的方向。利用和国外成功之处与国内典型的比较进行分析,归纳出潜在的规律与值得借鉴之处,探索出完善改进途径,为改善农村环境卫生提供有价值的建议,推动社会主义新农村建设。
[Abstract]:Rural environmental sanitation management is an important part of the construction of new rural areas, and it is also a party that is easy to be ignored in the process of promoting the integration of urban and rural areas. The development process of decades is often at the expense of the environment to promote the rapid growth of the economy. With the improvement of the overall level of economy, people pay more and more attention to rural environmental hygiene. Strengthening the comprehensive management of rural environmental hygiene is a project of the people's will and a project of morality and administration, which is a stage task at present. It is also a job that must be persevered for a long time. The "clean and tidy village" requires further strengthening the construction of environmental hygiene in rural areas, maximizing the enthusiasm of farmers to join the environmental administration, and thoroughly cleaning up rural "dirt and disorder" with the help of policy inclination and advanced technical means. The problem of "poor", improve the living environment of the masses, promote the further improvement of the quality of life of farmers, and create a new face of the new socialist countryside. Through the practice and research in recent years, especially the practical and effective measures taken by the grass-roots government, the rural environment has been obviously improved, and it provides a reference for the next step of governance. However, in the long-term, still can not better adapt to the increasing demands of the masses. In addition, compared with the Western developed countries in this area, there is still a long way to go, we should make more efforts to achieve greater breakthroughs and progress. "Green water Qingshan is Jinshan Yinshan", strengthen the rural environmental hygiene management work long way. In this paper, the background of rural environmental health research, basic composition, relevant theory as a starting point, preliminary understanding of the research object from the general, development of the actual introduction, short board and analysis, improvement and improvement as the way of thinking. On the premise of relevant theoretical elaboration, taking G Town in Xiaoshan District as a sample analysis, through practical results, the paper analyzes and analyzes the present situation, problems, measures and so on of the construction of environmental sanitation management in rural areas in Xiaoshan District G Town, from individual to general. From special to common, combing the rural environmental health management needs to focus on the direction. By comparing the success of foreign countries with the typical ones at home and abroad, we can conclude the potential rules and the places worth learning, explore the ways to improve the environment and sanitation in rural areas, and provide valuable suggestions for the improvement of environmental hygiene in rural areas. We will promote the construction of a new socialist countryside.
