基于SEDEA-TOPSIS协同评价模型的工业园区循环化改造绩效评价

【摘要】:发展循环经济的重要举措之一就是推进工业园区的循环化改造,通过整合园区资源实现减量化、再循环、再利用。以园区循环化改造目标为指导构建SEDEA-TOPSIS协同度模型,通过SEDEA模型从物质投入产出效率角度考察其减量化绩效,利用TOPSIS模型从减量化、再循环角度评价其综合绩效,最后对基本目标完成情况的协同度进行评价。实证结果表明:针对以季度为决策单元的工业园区,SEDEA-TOPSIS协同度模型能够较准确地对其循环化改造绩效进行评价,在改造期间工业园区的超效率逐步提高、减量成果明显,季度的综合排名呈上升趋势,整体生产情况得到改善;园区的超效率排名与综合运行情况排名存在不一致,但协同度趋于平稳,园区发展趋于稳定。
[Abstract]:One of the important measures to develop circular economy is to promote the circular transformation of industrial parks, and to realize the reduction, recycling and reuse through the integration of park resources. Under the guidance of the goal of recycling transformation of the park, the SEDEA-TOPSIS synergy model is constructed. The reduction performance is investigated from the perspective of material input-output efficiency by SEDEA model, and the comprehensive performance is evaluated by using TOPSIS model from the angle of reduction and recycling. Finally, the synergy degree of the achievement of the basic goal is evaluated. The empirical results show that the SEDEA-TOPSIS synergy model based on quarterly decision making unit can accurately evaluate the performance of circular transformation. During the transformation, the super-efficiency of the industrial park is gradually improved, and the reduction results are obvious. The overall production situation is improved and the super efficiency ranking of the park is inconsistent with the comprehensive operation ranking, but the synergy degree tends to be stable, and the development of the park tends to be stable.
