我国流域生态服务分层供给机制改革路径探析

【摘要】：河长制作为我国流域生态服务行政分包责任制的升级版,只是短期有效的而非长久的治理机制。推动流域生态服务供给机制由行政分包向流域分层供给转换,是提高我国流域生态环境治理体系和治理能力现代化的重要内容。为此,要厘清流域生态服务分层供给主体责任划分、完善流域生态服务分层供给的资金保障机制,积极探索流域生态服务分层供给方式,完善流域生态服务分层供给的绩效评价体系。
[Abstract]:Riga is an upgraded version of the administrative subcontract responsibility system for watershed ecological services in China. It is only a short-term effective management mechanism rather than a long-term governance mechanism. It is an important content to promote the transformation of watershed ecological service supply mechanism from administrative subcontracting to watershed stratified supply to improve the management system and management ability of watershed ecological environment in China. Therefore, it is necessary to clarify the main responsibility division of watershed ecological service stratification supply, perfect the fund guarantee mechanism of watershed ecological service stratification supply, and actively explore the watershed ecological service stratification supply mode. Improve the performance evaluation system of watershed ecological service stratification supply.
