基于DEA模型的西南地区工业经济发展与环境间协调关系实证研究

【摘要】：自改革开放以来,西南各省区的工业化程度不断加深,但与此同时,西南地区的资源环境总量大幅度减少,且生态环境受到不同程度的破坏。由西南地区工业经济发展所导致的环境恶化问题越来越严重,也越来越受到人们的重视和关注。1958年和2007年的两起环境革命让国内外学者对工业经济发展与环境间关系的研究进一步深入,以期在经济发展和环境保护之间寻求一种更协调的发展路径。通过对国内外文献进行梳理,不难发现相关研究人员对工业经济与环境协调关系的研究主要集中在理论研究和实证研究两个方面,并且理论研究的深度明显要高于实证研究。“十二五”规划以来,党中央国务院将加快西部地区工业化进程提高到了国家战略的层面,为西南地区的工业发展提供了前所未有的机遇,但也带来了许多较为严重的环境问题。当前,西南各地区相关管理部门依照国家要求,不断探索符合自身特点的新型工业化道路,努力建设符合各地区实际情况的文明、和谐的新型工业化城市。本论文从以下几个方面展开研究:一是分析西南各省区工业经济与环境发展的概况。通过对西南各省区目前工业经济与环境发展现状的描述,从而找出:西南各省区在工业经济方面已实现了快速发展,每年的工业经济增加值都在同比增长中,但多数省区存在产业结构不合理问题严重制约了工业经济-环境系统的协调性。在环境方面,西南各省的水环境和大气环境质量并没有处于一个持续变好的阶段,而是不断变化,其中以贵州省和广西自治区每年的污染物排放量问题最为严重,如工业废水和废气相关排放量已超出国家要求等,说明西南地区工业经济与环境发展存在一些严重的不协调问题。二是运用DEA模型对西南各省工业经济与环境协调发展进行分析。研究发现,2015年西南五省工业经济与环境协调程度较2011年总体下滑,且水平不高。其次,西南各省区的技术进步指数下滑几乎和其综合效率相同,而纯技术效率变化指数和规模效率变化指数5年间有小幅成长。另外,根据Malmquist分解原理发现,西南地区的工业经济-环境系统的协调度提高主要是由于西南地区在工业经济-环境系统上管理水平的提高所带来的,并非主要来源于西南地区技术进步的原因。因此,接下来的发展中,西南地区应当通过加大环境科研投入和工业技术改进投入,依托科技来改善西南地区工业经济与环境的协调关系,同时提升组织的管理水平。三是分析了西南各省区在工业经济发展与环境协调发展中出现的问题。在概况分析和模型分析的基础上指出西南地区工业经济增长方式和产业结构不合理,且未能形成运转良好的循环经济体系是导致西南各省经济与环境协调发展不利的原因所在。在此基础上,有针对性的提出了改变经济增长方式、建立循环经济体系等促进经济环境协调发展的对策建议。本文在研究过程中,定性分析和定量研究相结合、理论分析和实证研究相结合,综合经济学、环境规划等的相关理论展开研究。在研究西南各省经济和社会发展的现状和存在的问题时,主要采用定性分析的方法;在分析经济与环境协调发展的实证研究时,主要采用DEA模型的定量研究方法进行研究。
[Abstract]:Since the reform and opening-up, the industrialization of the southwest provinces has been deepening, but at the same time, the total amount of resources and environment in the Southwest has been greatly reduced, and the ecological environment has been damaged to varying degrees. The two environmental revolutions in 1958 and 2007 have enabled scholars at home and abroad to further study the relationship between industrial economic development and environment in order to find a more coordinated development path between economic development and environmental protection. Since the 12th Five-Year Plan, the CPC Central Committee and the State Council have raised the process of industrialization in the western region to the level of national strategy, providing an unprecedented opportunity for industrial development in the southwest region. At present, in accordance with the requirements of the state, the relevant administrative departments in the southwest regions are constantly exploring new industrialization paths that conform to their own characteristics, and striving to build civilized and harmonious new industrialized cities that conform to the actual conditions of various regions. The general situation of the industrial economy and environmental development in the southwest provinces and autonomous regions is described. Through describing the present situation of the industrial economy and environmental development in the southwest provinces and autonomous regions, it is found that the industrial economy in the southwest provinces and autonomous regions has achieved rapid development, and the value-added of the industrial economy is increasing year-on-year, but the industrial structure of most provinces and autonomous regions is unreasonable. In terms of environment, the water environment and atmospheric environment quality of the southwest provinces are not in a stage of continuous improvement, but are constantly changing. Among them, the annual pollutant emissions of Guizhou and Guangxi Autonomous Region are the most serious, such as industrial wastewater and waste gas related emissions. It has exceeded the requirements of the state and so on, indicating that there are some serious inconsistencies between industrial economy and environmental development in southwest China. Second, it uses DEA model to analyze the coordinated development of industrial economy and environment in southwest China. In addition, according to the Malmquist decomposition principle, it is found that the improvement of the coordination degree of the industrial economy-environment system in southwest China is mainly due to the industrial economy-environment system in southwest China. The improvement of environmental management level is not mainly due to the technological progress in southwest China. Therefore, in the following development, southwest China should improve the coordination between industrial economy and environment in southwest China by increasing investment in environmental scientific research and industrial technological improvement, relying on science and technology, and at the same time promoting its organization. Third, the paper analyzes the problems in the coordinated development of industrial economy and environment in the southwest provinces and regions. On the basis of general analysis and model analysis, it points out that the unreasonable mode of industrial economic growth and industrial structure in the southwest region, and the failure to form a well-functioning circular economy system, is the cause of the economy and environment in the southwest provinces. On this basis, the paper puts forward some countermeasures and suggestions to promote the coordinated development of economic environment, such as changing the mode of economic growth, establishing a circular economy system, etc. In the study of the present situation and existing problems of the economic and social development of the southwest provinces, the qualitative analysis method is mainly used; in the analysis of the empirical study of the coordinated development of economy and environment, the quantitative research method of DEA model is mainly used.
