【摘要】:正《关于建立资源环境承载能力监测预警长效机制的若干意见》(以下简称"意见")20日对外公布。根据"意见",超载等级最严重的红色预警区将面临最严格的区域限批,严重破坏资源环境承载能力的企业、管理不力的政府部门负责人、负有责任的领导干部等责任主体将受到严厉处罚。资源环境承载能力分为超载、临界超载、不超载3个等级。根据资源环境耗损加剧与趋缓程度,进一步将超载等级分为红色
[Abstract]:Some opinions on the establishment of a long-term mechanism for monitoring and early warning of carrying capacity of resources and environment (hereinafter referred to as "opinions") are published to the public on the 20th. According to the opinion, the red early warning area with the most serious overload level will face the most stringent regional restrictions on approval, enterprises that seriously undermine the carrying capacity of resources and environment, and heads of government departments who are not well managed. Responsible leading cadres and other responsible subjects will be severely punished. The carrying capacity of resources and environment can be divided into three grades: overload, critical overload and no overload. According to the degree of worsening and slowing of the depletion of resources and environment, the overload grade is further classified into red.
