生态文明视野下生态文化建设研究

【摘要】：改革开放以来,我国社会经济迅速发展,但同时也付出了巨大的生态环境代价。生态环境问题已经成为人民群众最为关心的切身利益问题,党的十六大报告把建设生态良好的文明社会列为全面建设小康社会的四大目标之一,党的十七大报告突出强调了发展文化的重要性与创新性,并提出要建设社会主义和谐文化,生态文化作为社会主义和谐文化的重要组成部分,其建设性地位以及在文化创新中的重要位置不言而喻。党的十八大报告明确提出生态文明建设,并将其列入社会发展“五位一体”的总体布局之中。2015年4月中共中央国务院关于加快推进生态文明建设的意见中明确提到坚持把培育生态文化作为重要支撑,提高全民生态文明意识。积极培育生态文化、生态道德,使生态文明成为社会主流价值观,成为社会主义核心价值观的重要内容。将生态文化作为现代公共文化服务体系建设的重要内容,挖掘优秀传统生态文化思想和资源,创作一批文化作品,满足广大人民群众对生态文化的需求。生态文化是一种先进的文化,生态文明是生态文化所追求的价值目标,是生态文化发展的最高表现形式。在经济全球化与贸易全球化持续发展的宏观背景下,全球性的生态危机也迅速蔓延,对人类思想、文化价值观念等均造成了强烈的冲击。正因如此,加强生态文化建设势在必行,不仅是我国社会主义现代化建设的重要任务,同时也是世界各国文化建设的重要内容。基于以上认识,本文将立足生态文明视角,全面探索生态文化建设的思路及途径。首先,本文将介绍研究的背景、意义、国内外研究现状以及研究方法等,明确研究的具体思路;其次,详细介绍生态文化的概念及内涵,更好的把握什么是生态文化以及生态文化的内容是什么;再次,明确生态文化在生态文明建设中的重要作用,生态文化早于生态文明产生,生态文明是在生态文化持续发展的过程中不断积淀形成的。此外,生态文明是生态文化建设的主旨方向,而生态文化则是生态文明建设的根本动力。在此基础上,从我国生态文化建设的现状进行分析,重点论述了我国生态文化建设目前所取得的成就及存在的问题;最后,结合我国社会主义现代化建设的实际情况,从推动传统生态文化思想发展、借鉴国际经验并加强世界生态文化建设合作等方面,提出具体的生态文化建设途径。研究表明:政策支持体系的建设要注重综合决策机制和生态补偿机制的优化,要从大量建设实践中吸取经验,不断完善政策支持体系,为生态文化的建设提供最基础的政策保障。
[Abstract]:Since the reform and opening up, China's social and economic development has been rapid, but at the same time, it has also paid a huge cost of ecological environment. The issue of ecological environment has become one of the people's most concerned issues of vital interest. The report of the 16th National Congress of the Communist Party of China (CPC) listed building a civilized society with good ecology as one of the four major objectives of building a well-off society in an all-round way. The report of the 17th CPC National Congress highlighted the importance and innovation of developing culture, and proposed to build a harmonious socialist culture, ecological culture as an important part of socialist harmonious culture. Its constructive position and important position in cultural innovation are self-evident. The report of the 18th National Congress of the Communist Party of China has clearly proposed the construction of ecological civilization. In April 2015, in the opinion of the State Council of the CPC Central Committee on speeding up the construction of ecological civilization, it was explicitly mentioned that the cultivation of ecological culture should be taken as an important support. We will raise the awareness of ecological civilization among the whole people. Actively cultivate ecological culture, ecological morality, make ecological civilization become the mainstream values of the society, become the important content of socialist core values. Taking ecological culture as an important part of the construction of modern public cultural service system, excavating excellent traditional ecological cultural thoughts and resources, creating a batch of cultural works to meet the needs of the masses for ecological culture. Ecological culture is a kind of advanced culture, ecological civilization is the value goal that ecological culture pursues, is the highest expression form of ecological culture development. Under the macro background of the sustained development of economic globalization and trade globalization, the global ecological crisis has spread rapidly, which has caused a strong impact on human thought and cultural values. Therefore, it is imperative to strengthen the construction of ecological culture, which is not only an important task of socialist modernization in China, but also an important content of cultural construction in all countries of the world. Based on the above understanding, this paper will be based on the perspective of ecological civilization, comprehensively explore the ideas and ways of eco-cultural construction. First of all, this paper will introduce the research background, significance, domestic and foreign research status and research methods, to clarify the specific ideas of the research; Secondly, it introduces the concept and connotation of ecological culture in detail, and better grasp what is ecological culture and what is the content of ecological culture; Thirdly, it is clear that ecological culture plays an important role in the construction of ecological civilization. Ecological culture comes into being earlier than ecological civilization, and ecological civilization is formed continuously in the process of sustainable development of ecological culture. In addition, ecological civilization is the main direction of ecological culture construction, and ecological culture is the fundamental motive force of ecological civilization construction. On this basis, from the analysis of the status quo of ecological culture construction in China, this paper mainly discusses the achievements and existing problems in the construction of ecological culture in China. Finally, according to the actual situation of the socialist modernization construction in our country, from the aspects of promoting the development of the traditional ecological culture thought, drawing lessons from the international experience and strengthening the cooperation in the construction of the world ecological culture, this paper puts forward the concrete approaches to the construction of the ecological culture. The research shows that the construction of the policy support system should pay attention to the optimization of the comprehensive decision-making mechanism and the ecological compensation mechanism, draw lessons from a large number of construction practices, and constantly improve the policy support system. To provide the most basic policy guarantee for the construction of ecological culture.
