环保技术投资对经济可持续增长影响研究

【摘要】:环保活动及其延伸影响日渐成为经济发展的新动力,由环保技术投资推动的环保技术进步通过"支撑环保产业发展"和"对整体经济的渗透"影响经济增长的可持续性。论文沿循机理分析、实证分析到案例经验佐证的基本逻辑结构,分析环保技术投资如何影响经济可持续增长这一核心问题。借鉴已有研究,论文重新构建环保技术投资对经济可持续增长影响的理论框架,从外部性、结构化影响、规模效应、成本机制、经济效益及"波特假说"机理展开系统分析。文章以2003—2012年分省面板数据为样本,构建环保技术投资与经济可持续增长的动态面板数据模型以检验理论判断。吸收并重新计算整理"环保科研项目经费"、"科研业务经费"及"环保固定资产经费"等指标数据度量环保技术投资变量,采用主成分分析方法形成可持续经济增长变量数据,基于上述核心数据结果采取总效应实证检验范式,应用GMM动态面板数据分析过程检验环保技术投资对经济可持续增长影响的理论假设。实证分析部分也检验了环保技术投资在东、中、西部地区对经济可持续增长的影响差异。论文进一步以"'十二五'期间广东省循环经济建设"为案例,基于经验分析方法佐证了理论分析诸效应及实证检验结果。分析发现,环保技术投资在中长期对经济可持续增长整体上存在显著正向促进作用;以分阶段分析为目标的进一步检验显示,环保技术投资与经济可持续增长呈前倾的S形三次型关系,这一结果能够揭示不同水平下的具体投资策略。研究也发现,环保技术投资对中部地区经济增长贡献最为显著,相对西部地区而言,东部地区环保技术投资的经济增长效应更为明显。研究基于上述分析提出,完善环保技术创新机制、逐步提高环保技术标准、推进适用性环保技术开发与引导战略性环保技术研发相结合、借鉴先进成熟的环保技术投资效益改善模式、分阶段确定环保技术投资强度等策略有利于推动经济可持续增长。
[Abstract]:Environmental protection activities and their extended impact are increasingly becoming new drivers of economic development, The progress of environmental protection technology promoted by investment in environmental protection technology affects the sustainability of economic growth through "supporting the development of environmental protection industry" and "penetrating into the whole economy". Empirical analysis of the basic logical structure of empirical evidence, analysis of environmental protection technology investment how to affect the core issue of sustainable economic growth. The paper reconstructs the theoretical framework of the impact of environmental protection technology investment on sustainable economic growth, from the externality, structural impact, scale effect, cost mechanism, The economic benefits and the "Porter hypothesis" mechanism are systematically analyzed. To construct dynamic panel data model of environmental protection technology investment and sustainable economic growth to test theoretical judgment. Absorb and recalculate the "funds for environmental protection research projects", "funds for scientific research business" and "funds for fixed assets for environmental protection". To measure the investment variables of environmental protection technology, The principal component analysis (PCA) method is used to form the variable data of sustainable economic growth. Based on the results of the above core data, the empirical test paradigm of total effect is adopted. GMM dynamic panel data analysis process is used to test the theoretical hypothesis of the impact of environmental technology investment on sustainable economic growth. The paper takes the circular economy construction of Guangdong Province during the 12th Five-Year Plan period as a case to prove the effects of theoretical analysis and empirical test results based on empirical analysis. Investment in environmental protection technology has a significant positive effect on the overall sustainable economic growth in the medium and long term, and a further test with the objective of phased analysis shows that the investment in environmental protection technology has a S shape cubic relationship with sustainable economic growth. The results can reveal specific investment strategies at different levels. The study also found that investment in environmental protection technology contributes most significantly to economic growth in the central region, compared with the western region. The economic growth effect of environmental protection technology investment in the eastern region is more obvious. Based on the above analysis, the research suggests that the mechanism of environmental protection technology innovation should be perfected and the environmental protection technology standard should be improved step by step. It is beneficial to promote the sustainable economic growth by combining the development of applicable environmental protection technology with guiding the development of strategic environmental protection technology, learning from the advanced and mature mode of improving the investment benefit of environmental protection technology, and determining the investment intensity of environmental protection technology in stages.
