吉林省高耗能产业低碳转型对策研究

【摘要】：全球性的气候变暖给人类的生存环境带来了破坏性的影响,这使得人类的生存和发展面临严峻的考验。如何解决资源环境危机,已成为人类社会将要面对的最主要问题。低碳经济作为既考虑发展又考虑可持续的一种经济发展模式已成为全球关注的焦点。低碳经济是指通过制度创新和技术创新,构建清洁能源结构,解决能源效率问题,使社会经济向高能效、低能耗和低碳排的方向转型,最终实现可持续发展目标的一种全新的经济发展模式。发展低碳经济以应对资源环境危机已在全球范围内达成共识。吉林省作为传统老工业基地,以工业为主的经济结构和高碳发展模式导致吉林省面临的资源和环境压力日益增加,积极发展低碳经济,实现产业低碳转型已成为吉林省实现可持续发展目标的必经之路。高耗能产业对吉林省经济发展贡献巨大,2000—2014年,产值平均贡献率达26.25%。面对全世界范围内大力发展低碳经济的大背景,吉林省高耗能产业如何实现转型,已成为困扰高耗能产业乃至全省经济发展的主要问题。发展低碳经济,实施低碳转型将成为吉林省高耗能产业发展的关键突破口和重要着力点。本文以吉林省高耗能产业作为研究对象,通过分析国内外研究文献和吉林省实情,得出吉林省高耗能产业低碳转型的重点应放在节能和减排两方面。在此基础上,首先,从投入产出方面描述分析吉林省高耗能产业的发展现状,并总结实施低碳转型的必要性及所要面临的主要问题;其次,运用E-G两步法,对各因素对高耗能产业低碳转型方面的影响效应进行实证分析。结果表明:增大固定资产投资力度和企业规模可以有效促进节能减排的进行;企业研发强度未能发挥促进节能减排的作用;最后,结合现状分析及实证结果,提出促进吉林省高耗能产业低碳转型的具体措施包括:政府部门通过出台措施为高耗能产业低碳转型构筑适宜的外部环境、通过利用合理的价格策略和市场机制提升企业经济驱动力、从自身做起,通过加大投资和科研实力加快企业低碳转型的进程。
[Abstract]:Global warming brings destructive effects to human living environment, which makes human survival and development face a severe test.How to solve the crisis of resources and environment has become the most important problem that human society will face.Low carbon economy has become the focus of global concern as a model of economic development that considers both development and sustainability.Low-carbon economy refers to the construction of clean energy structure through institutional innovation and technological innovation, to solve energy efficiency problems, and to transform the social economy to the direction of high energy efficiency, low energy consumption and low carbon emissions.Finally, achieve the goal of sustainable development of a brand-new economic development model.Developing low-carbon economy to deal with the crisis of resources and environment has reached a consensus on a global scale.As a traditional old industrial base, the economic structure and high-carbon development model of Jilin Province, which is mainly industrial, has led to the increasing pressure on resources and environment in Jilin Province, and it has been actively developing low-carbon economy.The realization of industrial low-carbon transformation has become the only way to realize the goal of sustainable development in Jilin Province.The high energy consumption industry contributed greatly to the economic development of Jilin Province from 2000 to 2014, with an average contribution rate of 26.25%.Facing the background of developing low carbon economy in the whole world, how to realize the transformation of high energy consumption industry in Jilin Province has become the main problem that puzzles the high energy consumption industry and even the economic development of the whole province.Developing low carbon economy and implementing low carbon transformation will become the key breakthrough and important point of development of high energy consuming industry in Jilin province.This paper takes the high energy consumption industry of Jilin Province as the research object, through analyzing the domestic and foreign research literature and the reality of Jilin Province, draws the conclusion that the focus of the low carbon transformation of the high energy consumption industry in Jilin Province should be energy saving and emission reduction.On this basis, first of all, the paper describes and analyzes the current situation of high energy consumption industry in Jilin Province from input and output, and summarizes the necessity of implementing low-carbon transformation and the main problems to be faced. Secondly, the E-G two-step method is used.The effects of various factors on the low carbon transformation of high energy consuming industries are analyzed empirically.The results show that: increasing investment in fixed assets and enterprise size can effectively promote energy conservation and emission reduction; enterprise R & D intensity does not play a role in promoting energy saving and emission reduction; finally, combined with the current situation analysis and empirical results,The specific measures to promote the low-carbon transformation of high-energy-consuming industries in Jilin Province include: the government departments have adopted measures to build a suitable external environment for the low-carbon transformation of high-energy-consuming industries.Through the use of reasonable price strategy and market mechanism to promote the economic driving force of enterprises, starting from itself, by increasing investment and scientific research strength to speed up the process of low-carbon transformation of enterprises.
