正定县乡镇安全生产监管问题研究

【摘要】:安全生产事关人民的生命财产安全,事关社会的和谐稳定,事关国家的发展大局,其重要性不言而喻。尽管近年来我国的安全生产水平有了大幅提高,但事故总量仍居高不下,重特大安全生产事故仍时有发生,如何有效预防安全生产事故的发生,真正做到零事故、零死亡,成为摆在安全生产监管部门面前的一道难题。国家治理的基础在基层,基层安全生产工作的水平代表着国家安全生产工作的质量。因此,做好安全生产工作必须从基层抓起。在论文的主体部分,首先,对正定县乡镇一级安全生产监管现状进行了介绍;然后,对存在的问题和原因进行了分析;其次,对国内其他地方的先进做法作了简要介绍;最后,在结合正定县乡镇实际的基础上,对提升正定县乡镇安全生产监管工作水平提出了建议性的对策。通过对正定县乡镇安全生产监管工作的总体分析,笔者发现各乡镇普遍存在着一些具有共性的问题。从监管主体来讲,主要表现在:责大于权,被小材大用;监管队伍力量薄弱,专业性差;与其他监管部门职能交叉,工作联动性不强;监管体系不健全,村级安全生产组织有待完善等。从监管对象来讲,主要表现在安全发展理念未树立起来,安全生产投入不足,拒不配合监管等。造成这些问题的原因是多方面的,既有思想上并未对安全生产工作形成高度重视,也有安全生产监管体制不顺畅等。而目前国内一些地方进行了积极探索,如福建省南安市聘用大学生村官担任村内安全生产工作员、浙江省台州市黄岩区镇街设立公共安全监督管理中心等,有力提升了当地安全生产监管工作水平,为完善正定县乡镇安全生产工作提供了借鉴。在结合正定县工作实际的基础上,笔者从监管主体、监管对象到社会三个方面提出了完善正定县乡镇安全生产监管工作的建议性对策。概括来讲,就是要进一步加强政府部门安全生产监管工作力度,充分发挥政府安全生产监管作用;进一步落实企业安全生产的主体责任,用“五落实、五到位”来督促企业承担起本应由其承担的责任;进一步发挥社会监督作用,形成全民共建安全、共享安全的大格局。在对正定县乡镇安全生产监管问题进行研究时,为了使思路更加清晰、分析更加全面,正如上文介绍,笔者尝试从监管主体和监管对象两个维度进行。同理,在对完善正定县乡镇安全生产监管提出建议性对策时,笔者也将监管主体和监管对象分开来说明,而作为补充,笔者还对完善社会监督方面提出了自己的观点。以正定县乡镇为对象对我国基层安全生产监管工作进行分析研究,虽然不能涵盖全面,但却具有一定的代表性,希望笔者的研究能够为其他同仁提供参考。
[Abstract]:Safety production is related to the safety of people's life and property, the harmony and stability of society, the overall situation of national development, and its importance is self-evident. Although the level of safety production in our country has been greatly improved in recent years, the total number of accidents is still high, and serious accidents still occur from time to time. How to effectively prevent the occurrence of safety production accidents and truly achieve zero accidents and zero deaths, Become a difficult problem in front of production safety supervision department. The foundation that country governs is in basic-level, the level of basic-level safety production represents the quality of national safety production work. Therefore, to do a good job in production safety must be done from the grass-roots level. In the main part of the thesis, firstly, it introduces the present situation of the supervision of production safety at the township level in Zhengding County; then, it analyzes the existing problems and causes; secondly, it briefly introduces the advanced practices in other parts of the country; finally, it introduces the advanced practices in other parts of China. On the basis of combining the actual situation of the towns in Zhengding County, this paper puts forward some suggestions to improve the level of supervision of production safety in the towns of Zhengding County. Based on the overall analysis of the supervision of production safety in the towns of Zhengding County, the author finds that there are some common problems in the villages and towns. As far as the main body of supervision is concerned, it is mainly manifested in the following aspects: the responsibility is greater than the right, which is greatly used by the small materials; the strength of the supervisory team is weak and the professionalism is poor; the functions of other regulatory departments are crossed, and the work linkage is not strong; the supervision system is not perfect. The village level safety production organization needs to be perfected and so on. From the point of view of supervision object, the main manifestation is that the concept of safety development has not been set up, the investment in safety production is insufficient, and refuse to cooperate with supervision and control. There are many reasons for these problems, not only the safety of production work has not been attached great importance to, but also the safety of production supervision system is not smooth and so on. At present, some places in China have made active explorations, such as employing university student village officials as village safety workers in Nanan City, Fujian Province, setting up a public safety supervision and management center in the town streets of Huangyan District, Taizhou City, Zhejiang Province, and so on. It improves the level of local production safety supervision and provides a reference for improving the work of town safety production in Zhengding County. On the basis of practical work in Zhengding County, the author puts forward some suggestions to improve the supervision of production safety in towns in Zhengding County from three aspects: the subject of supervision, the object of supervision and the society. To sum up, it is necessary to further strengthen the supervision of government departments on production safety, give full play to the role of government supervision in production safety, and further implement the main responsibility of enterprises in production safety, using the "five" implementation. "five in place" to urge enterprises to assume the responsibility they should bear; to further exert the role of social supervision; to form a large pattern of common people building security and sharing security. In order to make the train of thought clearer and the analysis more comprehensive, the author tries to carry on from the two dimensions of supervision subject and supervision object in order to make the research on the supervision of production safety in Zhengding county. In the same way, when putting forward suggestions to improve the supervision of production safety in Zhending County, the author also explains the main body of supervision and the object of supervision separately, and as a supplement, the author also puts forward his own views on the improvement of social supervision. Taking the township of Zhengding County as the object, this paper analyzes and studies the work of supervision of production safety at the grass-roots level in China. Although it can not cover all aspects, it has certain representativeness. I hope that the author's research can provide reference for other colleagues.
