【摘要】：在全球化的过程中,我国对外开放程度越来越高。随之,产业安全问题在日常经济活动中越来越突出,我国连续成为遭遇贸易摩擦最多的国家,对外投资频招安全审查,给产业发展造成了很大的冲击,亦对外贸增长造成了很大的压力。其影响超越了经济领域,扩展到社会媒体、外交、政治领域。中国经济快速增长,影响到全球利益的再平衡,中国希望和平崛起,就必须防范不安全因素的发酵。当前,维护产业安全已成为国家的战略性任务。相对于现实的需求,产业安全理论中关于政府监管的部分还缺乏系统的研究,落后于国家在安全领域的监管实践和需要。因此,本文的选题目的,就是尝试填补在我国产业安全领域,政府监管体系理论研究的空白。产业安全作为经济安全的核心,受到经济安全因素的覆盖；经济安全作为国家安全的分支又受到国家安全因素的覆盖,导致产业安全研究不可避免地要面对一个庞大的系统。所以,有关产业安全的研究,相应地涉及广泛的理论范畴和社会活动领域。本文在研究方法上,参阅产业安全基础理论、产业安全政府监管理论的已有研究成果,结合产业安全的特点,以系统论为基本研究方法,广泛融入管理学、经济学、贸易理论、竞争力理论、产业经济学、运筹学、博弈论等理论成果中的观点和思想,引用相关领域的实证研究成果,并援引大量案例和事实,尝试以新的视角,搭建对产业安全成因、演化轨迹更有解释力的理论框架。采取了实证分析与系统分析相结合、微观分析与宏观分析相结合、定性分析与定量分析相结合、理论分析与案例分析相结合的研究方法,系统性地解析了产业安全的生成与发展规律。并借鉴各主要国家产业安全监管实践经验,系统地提出了完善和提高我国产业安全政府监管体系的建议。根据查新结果,国内外对产业安全理论的研究尚有很多的空白需要填补。因此本文的研究成果和结论涉及多个方面。首先,以系统论的方法确立了产业安全系统,认定国内产业的存在是因国家的存在所至,将政府作为产业安全主体之一纳入系统,确立了以产业和政府共同作为系统主体的“双主体”结构。揭示了产业竞争的内生性,说明了产业安全问题源于产业的对外竞争,产业竞争也会通过国家竞争的形式间接地表现出来。把系统与外部环境相联系的竞争关系作为产业安全的监管对象,监管范围覆盖了贸易竞争、投资竞争、要素竞争、环境竞争和危机竞争,明确了产业安全政府监管体系在系统中所处的位置。研究揭示了产业竞争以国民利益最大化为目标,竞争中国民利益发生减损即构成了产业安全问题；揭示了对国民利益的保全,即构成了产业安全系统的基本特征之目的性。依据系统论的开放性、目的性、多维度、突现性、反直觉行为原理,发现了与之对应的产业安全系统的涉外性、国民性、多元性、整体性和逆转性特征。根据产业安全系统特征的内在关系,深入解析了产业安全监管体系面临的各种竞争关系。其次,分析了产业安全问题的演变规律。以“双比较”模式解析了贸易摩擦的成因；以“产业微笑曲线”归纳了产业纵向要素竞争与产业转型的关系,揭示了横向要素竞争和产业升级的关系；以“要素流动性结构”分析了各种要素流动性的不均衡,是造成产业竞争力差异性的根源,并揭示了要素流动结构的演变规律。阐释了在全球化背景下,以参与国际分工为前提,实施全产业链产业安全监管的意义；分析了内外环境对产业安全的影响；将危机竞争作为常态化的存在纳入了产业安全监管的范畴。根据自由贸易和比较优势理论,说明了产业安全问题将长期存在、竞争和合作将相互依存的原因,说明“竞合”已成为全球化背景下的基本趋势；自贸区的建设是全球化趋势的应有过程。第三,总结各国实践,分析了全球化的影响,研究了反直觉行为对竞争关系的调节作用,并用以完善产业安全监管体系。以促进创新作为维护产业安全的根本出发点,提出了宏观的配套措施；以推动法治经济为出发点,系统地提出了“嵌入式”改良现有政府监管体系的建议；给出了敏感度评估模型用以评估产业安全措施的有效性,为监管措施的改进提供了方向；依托云计算新技术、大数据管理的研究成果,提出了对监管体系进行信息化、数据化改造以提升预测预警能力的建议；对监管主体决策模式,提出了开放性、聚能式改革的建议,以全面提升产业安全政府监管体系的效能。产业安全政府监管体系是产业安全系统的构成部分,为了给监管体系定位,本文首先从理论上阐释了其与产业安全系统的关系；并介绍了美欧印和我国产业安全监管的做法,明示其现实存在的可能状态。政府在产业安全系统的监管地位一经确定,同时也就定位了各具体产业等分系统在产业安全监管领域的位置。全系统定位对各分系统的超越,提供了解决产业安全问题的广阔视野,更有利于产业安全隐患的早期预警；也为管控危机、捕获危机和提供机遇,展现了更多的选择性。本文共使用图12幅,表5个,参考文献227篇。
