【摘要】：自二十一世纪伊始,阿拉伯政治秩序的现状表明,内部与区域地缘政治环境的恶化导致了阿拉伯地区政治的失衡。本文立足于分析影响阿拉伯地区秩序形成和演变的各种因素,详细探讨了国际环境、阿拉伯国家地缘关系、阿拉伯国家体制、地区民族冲突和宗派冲突等因素对阿拉伯地区秩序的影响。在基于对阿拉伯地区复杂的历史演变轨迹和现实环境的把握上,文章提出了阿拉伯地区走出危机的战略选择和建设阿拉伯地区新秩序的模式构想。论文第一章依靠分析和描述性方法,阐述了国际政治对阿拉伯系统的考验及其影响,以及阿拉伯国家的反应。由于冷战后国际关系出现了单极霸权模式,美国对阿拉伯地区的军事干预给阿盟内部的国家关系带来了现代史上最大的政治冲击。随后,美国开始推广其自由主义政治思想,倡导美国自由民主的普遍性,造成了极端武装组织以“反对美国霸权”为由的回应,加剧了阿拉伯伊斯兰世界与西方世界之间的文化和宗教冲突。随之而来的9.11事件强化了国际社会对阿拉伯世界的偏见,对国际关系产生了深远的影响,直接导致美国对阿拉伯地区新一轮的军事干预。在这种情况下,多数阿拉伯国家安全系统崩溃,阿拉伯地区丧失了原有的区域权力平衡。紧接着,阿拉伯地区爆发了大规模人民民主运动。这些内外部现象都预示着阿拉伯国家政治、经济、文化和安全秩序的崩溃。论文第二章的核心在于分析阿拉伯国家制度的性质,及其如何影响阿拉伯国内政治问题的传播,并尝试归纳宗教意识形态冲突与阿拉伯地区安全局势恶化的原因。由于未能缓解阿拉伯国家之间的紧张关系,阿盟面临着信任危机加剧的局面。此外,以色列继续占领阿拉伯国家和未能完成阿拉伯经济政治一体化的目标,都让阿盟系统的有效性饱受质疑。本章还研究了阿拉伯世界政治独裁统治的扩散和演变,以及随之产生的经济恶化、贫困问题加剧、缺乏社会正义等问题。由于社会阶层问题、区域发展不平衡问题,以及种族宗教因素的叠加,使得原有的经济失衡演变为民族冲突和宗派冲突,甚至升级为内战和宗派战争。随后爆发的阿拉伯社会抗议活动,加速了部分国家腐败政治体系的倒塌。但随之而来的是社会抗议活动迅速变成一种宗教战争手段。在经历了意识形态和种族冲突后,阿拉伯世界转向政治-宗教势力的权力平衡,导致了宗教团体之间的区域冲突、极端主义武装组织的跨国界蔓延,以及恐怖主义和宗教极端主义的崛起,并成为全球政治安全问题的焦点。论文第三章提出一个实用的渐进方法,用于解决目前阿拉伯秩序面临的问题,并恢复阿拉伯地区的实力。本章涉及为避免阿拉伯政权的全面崩溃而进行的有效战略选择。首先,应对阿拉伯国家的安全制度实行改革,重建倡导公平的共和国安全机构,以保护阿拉伯国家的安全。此外,阿拉伯世界的政治改革,是所有阿拉伯国家改革的精髓,旨在捍卫阿拉伯人民的利益,在统一的民主阿拉伯政治秩序范围内,构建政治和经济一体化。其次,现代化应是所有阿拉伯国家共同的战略选择,现代化应该成为阿拉伯国家所有经济领域的目标,以赶上全球经济、社会、文化现代化的步伐,并藉此减少社会动荡和激进宗教意识形态的影响,从而避免极端主义的蔓延。论文最后一章,根据对阿拉伯体系失败原因的历史分析,使用前瞻性方法,提出一个符合实际的战略框架,旨在建立一个新的阿拉伯秩序。从根本上看,阿拉伯国家战略计划的实施,取决于“改革、变革、现代化”。为了在21世纪阿盟成立一个世纪的时候,成功地为阿拉伯综合秩序奠定基础,阿盟需要组织改革计划,更新“阿拉伯联盟宪章”,同时改革阿盟的政治和经济结构,以推动阿拉伯联合行动的开展。改革将成为阿拉伯秩序和阿拉伯国家变革的战略催化剂,建立地区内新型的政治、经济和文化结构,并达成阿拉伯经济一体化——这也是地区一体化的最重要的元素之一。此外,改革能加强阿拉伯政治和外交在国际舞台上的作用。一个统一的阿拉伯需要新的阿拉伯秩序,这种先进的、健全秩序则必须依靠“安全一体化、经济一体化和政治外交一体化”这三个支柱。
