山东省全民健身工程管理系统的设计与实现

【摘要】:在山东省,群众体育事业发展迅速,全民健身事业经费投入逐年加大,各类场地设施大量增加,体育行政部门管理修建的场地设施就有近8万个,其中去年年新建工程约7000个,场地建设数量和质量、经费使用情况、验收和捐赠信息、管理运营情况靠传统的纸质档案和粗放的手工方式来管理,不仅需要大量的人力物力,其准确性和便捷性都非常欠缺,已不能满足工作需要。本文基于此,设计并实现了一套山东省全民健身工程管理系统。系统在架构设计上采用B/S模式,语言实现上采用Java语言,Web页面设计方面采用SSH框架,数据库的设计采用Oracle Version 10g。系统自下向上分别为数据源、管理平台、服务功能平台和表示层,层与层之间通过服务供上层调用,服务之间设计标准的调用接口,屏蔽底层实现,保证数据的安全性与一致性。山东省全民健身工程管理系统实现了六个模块,工程信息采集、工程申请、工程活动管理、工程合同管理、基础信息管理及综合统计查询。工程信息采集实现了全民健身活动中心工程信息采集、户外体育健身工程信息采集、体育广场工程信息采集、体育公园工程信息采集、农民体育健身工程信息采集、乡镇街道工程信息采集、社区多功能运动场工程信息采集、社区体育健身工程信息采集。工程申请实现了工程概况申报、工程资金预算申请、工程建设与管理、场地位置图片维护、项目可行性报告维护、土地使用维护、资金证明维护、当地发改委立项文件维护。工程活动管理实现了字典维护、日常活动维护、全民健身运动会维护。工程合同管理实现了合同乡镇管理、合同社区管理、合同行政村管理。基础信息管理实现了供应商管理、村/社区维护、乡镇工程普查信息维护、省以上工程档案维护。综合统计查询实现了综合查询、综合统计。实现的系统在山东省各级体育部门部署和应用,彻底改变了健身公共信息管理的方式,不仅节约了人力物力,提高了管理的效率和便捷性,同时也提高了信息管理的准确性,实现群体业务网络化和数字化,为领导科学决策提供技术支撑和信息保障。
[Abstract]:In Shandong Province, mass sports development is rapid, the national fitness funding increased year by year, a large number of venues and facilities increased, sports administration management and construction of nearly 80,000 venues and facilities. Among them, about 7,000 new projects were built last year, the quantity and quality of site construction, the use of funds, acceptance and donation information, and the management of operation were managed by traditional paper files and extensive manual methods. Not only need a lot of manpower and material resources, its accuracy and convenience are very inadequate, can not meet the needs of the work. This paper based on this. Design and implement a set of Shandong National Fitness Engineering Management system. The system uses B / S mode in architecture design and SSH framework in language realization. The database is designed with Oracle Version 10g. the system is divided into data source, management platform, service function platform and presentation layer from the bottom up. Layer to layer through the service for the upper layer call, between the service design standard calling interface, shielding the bottom layer to ensure the security and consistency of the data. Shandong National Fitness Project Management system has implemented six modules. Engineering information collection, engineering application, engineering activity management, engineering contract management, basic information management and comprehensive statistical inquiry. Outdoor sports fitness engineering information collection, sports square engineering information collection, sports park engineering information collection, farmers sports fitness engineering information collection, township street engineering information collection. Community multi-function sports field engineering information collection, community sports fitness engineering information collection. The project application has realized the project general situation declaration, the project fund budget application, the project construction and the management, the site location picture maintenance. Project feasibility report maintenance, land use maintenance, fund certification maintenance, local NDRC project document maintenance. Engineering activity management achieved dictionary maintenance, daily activity maintenance. The project contract management realizes the contract township management, the contract community management, the contract administration village management, the basic information management realizes the supplier management, the village / community maintenance. The general survey information maintenance of township engineering, the maintenance of engineering archives above provincial level, and the comprehensive statistical inquiry have realized the comprehensive inquiry and comprehensive statistics. The realized system has been deployed and applied in the sports departments at all levels in Shandong Province. It not only saves manpower and material resources, improves the efficiency and convenience of management, but also improves the accuracy of information management, and realizes the networking and digitization of group business. Provide technical support and information support for leading scientific decision-making.
