社会保障在道德建设中的作用问题研究

【摘要】：社会主义精神文明建设的关键在于全面提升国民的素质,一个国家国民的思想道德状况直接反映了该国的社会风气,也会对该国的社会生产力和经济发展造成影响。当今的社会中不道德行为现象有一个比较明显的特征就是,相当多的不道德行为都发生于经济领域、都属于经济行为,其目的都是不顾一切地追求行为主体的经济利益。个人的物质生活状况在一定程度上制约着个体的伦理道德行为,而社会保障通过对人们的物质生活的保障作用从而对人们的道德生活产生重要的影响作用。但是,长期以来,人们对社会保障的道德基础或道德底蕴给予了较多的关注,尤其是从事社会保障学研究的学者们从如何做好社会保障工作、如何更好地建立健全和完善社会保障体系的角度出发,对社会保障的道德基础、道德保障等进行了比较广泛深入的研究。而对于社会保障的道德影响或者说道德效应以及社会保障在社会道德建设中的重要的基础性作用则关注得比较少,研究得不够多。为此,本文拟从多个层面研究社会保障的道德影响。本文首先从理论基础出发,通过梳理马克思主义理论中的物质与意识的基本关系原理,经济与道德的基本原理等相关理论,探究出社会保障与道德在理论层次的相互联系,然后分析了自由、权利、人格与社会保障、道德之间的关系,从而分析出社会保障为公民道德建设创造一定的条件:社会保障能为社会成员奠定基本的经济基础,还能为社会成员的道德养成提供坚实的制度保障。此外,社会保障为公民道德行为选择提供制度化支持。其次,重点分析了社会保障对公民道德建设的基础性作用。社会保障能够满足人的基本生理需要,为社会成员提供底线保障,确保经济安全,免除生存危机;能够缩小贫富阶层之间的不满情绪,减少摩擦,有利于社会个体坚守道德底线;社会保障能够营造尊重个人及其价值的社会环境,促进社会形成公平道德,有利于社会成员践行传统美德;社会保障还能强化社会成员的责任意识,提升社会成员的道德素养,从而促进职业道德的培养;而且,社会保障能够缓解家庭养老的困境,促进未成年子女的家庭教育,促进家风建设以及家庭美德的培养。最后,从市场经济发展、社会进步以及科技的发展和现阶段公民道德建设需要等层面对加强社会保障,促进道德建设的必要性进行了分析,并依此提出了加强社会保障,促进道德建设的几点思考和建议。
[Abstract]:The key to the construction of socialist spiritual civilization is to improve the quality of the people in an all-round way. The ideological and moral situation of the nationals of a country directly reflects the social atmosphere of the country and will also have an impact on the social productive forces and economic development of the country. There is an obvious characteristic of immoral behavior in today's society, that is, quite a lot of immoral behaviors occur in the field of economy, all of them belong to economic behaviors, and their purpose is to pursue the economic interests of the subject regardless of all means. The individual's material life condition restricts the individual's ethical and moral behavior to a certain extent, while the social security plays an important role in the people's moral life through the safeguard function of the people's material life. However, for a long time, people have paid more attention to the moral foundation or moral background of social security, especially the scholars engaged in the study of social security from how to do social security work well. From the point of view of how to establish and perfect the social security system, the moral foundation and moral guarantee of social security are studied extensively and deeply. However, the moral effect of social security and the important basic role of social security in the construction of social morality are less concerned and less studied. Therefore, this paper intends to study the moral impact of social security from many aspects. Based on the theoretical basis, this paper explores the relationship between social security and morality at the theoretical level by combing the basic relation principle of material and consciousness, the basic principle of economy and morality, and so on. Then it analyzes the relationship between freedom, rights, personality, social security and morality, and then finds out that social security creates certain conditions for citizens' moral construction: social security can lay a basic economic foundation for social members. It can also provide a solid institutional guarantee for the moral cultivation of social members. In addition, social security provides institutional support for the choice of moral behavior of citizens. Secondly, it analyzes the basic function of social security on citizen's moral construction. Social security can meet people's basic physiological needs, provide bottom line protection for social members, ensure economic security, avoid survival crises, reduce discontent between the rich and the poor, and reduce friction. Social security can create a social environment that respects individuals and their values, promote social formation of fair morality and social members to practice the traditional virtues; Social security can also strengthen the sense of responsibility of social members, enhance the moral literacy of social members, and thus promote the cultivation of professional ethics. Moreover, social security can alleviate the plight of family pension and promote the family education of minor children. To promote the building of home style and the cultivation of family virtues. Finally, the necessity of strengthening social security and promoting moral construction is analyzed from the aspects of the development of market economy, social progress, the development of science and technology and the needs of citizen's moral construction at the present stage, and the necessity of strengthening social security is put forward. Some thoughts and suggestions on promoting moral Construction.
